" Now we have Manchester and its 22 dead, many of them children. Somehow, we always end up back at 9/11, leaving flowers and candles again.

A political constant since 9/11 is that terrorism inevitably changes U.S. presidencies. I think the events this week—the president’s overseas trip and then Manchester—may have a similar effect on Donald Trump.

On Inauguration Day in January 2001, George W. Bush’s mind no doubt was filled with plans for his first term. Months later, his was a war presidency and would remain so.

Several things sit in my memory from the politics of that period. One is President Bush’s face as he addressed Congress on Sept. 20. He was a changed man. Also remembered is the solidarity of national purpose after the attack. The final memory is how quickly that unity dissipated into a standard partisan melee.

The Democratic point of attack became the Patriot Act’s surveillance provisions, a legal and legislative battle that ran the length of the Bush presidency. By the end of his second term, George Bush had become an object of partisan caricature and antipathy equal to anything President Trump endures now.

During Barack Obama’s presidency, four major terrorist attacks took place inside the U.S.: Fort Hood in 2009, the Boston Marathon in 2013, San Bernardino two years later and then Orlando in 2016. During these years, the locus of terror migrated from al Qaeda to Islamic State.

Volumes have been written about Barack Obama and terrorism, much of it about the president’s struggles with vocabulary terms such as war, Islam, extreme and radical. The killing of Osama bin Laden evinced a rare, passing moment of national unity.

With the opposition to the Trump presidency programmed for driverless resistance, there will be no national unity in the war on terrorism. The Democrats have become the Trump-Is-Russia Party, and that may be as good a way as any for them to spend their waking hours.


But even Hillary Clinton couldn’t duck the terrorism problem in the 2016 presidential campaign, and when Mr. Trump said he would “defeat ISIS,” his lack of nuance no doubt won him votes.

Which brings us to Manchester this week and memories of 9/11.

Note the political response to the Manchester murders. Again, total solidarity, such as this from European Commission President Jean-Claude Juncker : “These cowardly attacks will only strengthen our commitment to work together to defeat the perpetrators of such vile acts.”

Post-9/11, naturally one expects such commitments to erode like sand castles. But this time, by coincidence, alleged Manchester bomber Salman Abedi murdered concertgoers in the same week Donald Trump was using his first overseas trip to build a coalition to defeat Islamic State.

This was not a routine presidential foreign trip for self-pomp and circumstance. Mr. Trump went to Saudi Arabia to initiate an anti-ISIS policy designed and midwifed by three Trump appointees and Middle East specialists—Defense Secretary Jim Mattis, Secretary of State Rex Tillerson and national security adviser H.R. McMaster.

The policy entails the U.S. sale over 10 years to Saudi Arabia of $450 billion of military equipment—tanks, ships, precision-guided bombs—in return for Saudi leadership of an Arab-state coalition, which is their idea, to fight Islamic terrorists in the region and thwart Iran’s territorial ambitions.

A New York Times online summary of the speech Mr. Trump delivered Sunday in Riyadh called it “a speech about Islam.” I thought it was about something larger than that.

For instance, the Times and Washington Post ran stories about how the Trump foreign policy has demoted human-rights issues. It has not. Implicit in the Trump-Tillerson formulation is that defining the abuse of human rights as oppression by governments, such as Saudi Arabia’s, is too narrow. Now, any discourse over human rights must include the right not to have one’s life ended by acts of organized terrorism.

Grasping at Trumpian straws is a fact of life, but I am going to hazard not much more than a thought, which is that the president who left for Saudi Arabia last Friday will not be the same president who returns here this weekend.

Delivering that big foreign-policy speech in Riyadh, Mr. Trump looked like he was passing through a moment familiar to George W. Bush and other presidents in the post-World War II period—coming to grips with the gravity of why his office matters to the world. Being president isn’t enough. Something always has to penetrate the parochial bubble of U.S. politics for this transition to happen, such as the Soviet invasion of Afghanistan in the Carter presidency.

Mr. Trump meets Thursday in Brussels with NATO allies who since 2015 have experienced Islamic State’s mass murders in Paris, Nice, Berlin, Copenhagen, Brussels, Stockholm, London and now Manchester.

His basic message—it’s time to get serious—is important and deserves support, both over there and in the White House. "

I have been watching this show for years. I am completely disgusted. It is hard for me to keep from switching to FOX after seconds. I feel like I am back at New Paltz in a "political science" class. Completely biased, predictable and downright scary. Mika- grow up. We can see right through you. The sky is not falling. Joe- try to get your head out of Mika's ... As for the other "journalists" on the show, time to get off the sinking ship. This show is comical at this point and not at all informative.  "

I thought about accusing ya'll of towing the party line but realized that would be an insult to those who chose Obama, only to discover his policies were detrimental to the country.
This is why the Dems have lost hundreds of seats across every level of government, and stand to lose more if they cannot appeal to those who reject the socialistic policies pushed over the last eight years.

C'mon guys, ya'll can do better than simple accusations.

" On May 8 a woman few Americans have heard of, working in a federal post that even fewer know exists, summoned a select group of 45 people to a June meeting in Washington. They were almost exclusively representatives of liberal activist groups. The invitation explained they were invited to develop “future plans for scientific integrity” at the Environmental Protection Agency.

Meet the deep state. That’s what conservatives call it now, though it goes by other names. The administrative state. The entrenched governing elite. Lois Lerner. The federal bureaucracy. Whatever the description, what’s pertinent to today’s Washington is that this cadre of federal employees, accountable to no one, is actively working from within to thwart Donald Trump’s agenda.

There are few better examples than the EPA post of Scientific Integrity Official. (Yes, that is an actual job title.) The position is a legacy of Barack Obama, who at his 2009 inaugural promised to “restore science to its rightful place”—his way of warning Republicans that there’d be no more debate on climate change or other liberal environmental priorities.

Team Obama directed federal agencies to implement “scientific integrity” policies. Most agencies tasked their senior leaders with overseeing these rules. But the EPA—always the overachiever—bragged that it alone had chosen to “hire a senior level employee” whose only job would be to “act as a champion for scientific integrity throughout the agency.”      

In 2013 the EPA hired Francesca Grifo, longtime activist at the far-left Union of Concerned Scientists. Ms. Grifo had long complained that EPA scientists were “under siege”—according to a report she helped write—by Republican “political appointees” and “industry lobbyists” who had “manipulated” science on everything from “mercury pollution to groundwater contamination to climate science.”

As Scientific Integrity Official, Ms. Grifo would have the awesome power to root out all these meddlesome science deniers. A 2013 Science magazine story reported she would lead an entire Scientific Integrity Committee, write an annual report documenting science “incidents” at the agency, and even “investigate” science problems—alongside no less than the agency’s inspector general.

And get this: “Her job is not a political appointment,” the Science article continues, “so it comes with civil service protections.” Here was a bureaucrat with the authority to define science and shut down those who disagreed, and she could not be easily fired, even under a new administration.

Ms. Grifo perhaps wasn’t too busy in the Obama years, since EPA scientists were given carte blanche to take over the economy. She seems to have been uninterested when EPA scientists used secret meetings and private email to collude with environmental groups—a practice somewhat lacking in scientific integrity.


She has been busier these past few months. In March the Sierra Club demanded that the EPA’s inspector general investigate whether the agency’s newly installed administrator, Scott Pruitt, had violated policy by suggesting carbon dioxide might not be the prime driver of global warming. The inspector general referred the matter to . . . the Scientific Integrity Official. So now an unelected, unappointed activist could pass judgment on whether the Senate-confirmed EPA chief is too unscientific to run his own agency. So much for elections.

There’s also that “scientific integrity” event planned for June. Of the 45 invitations, only one went to an organization ostensibly representing industry, the American Chemistry Council. A couple of academics got one. The rest? Earthjustice. Public Citizen. The Natural Resources Defense Council. Center for Progressive Reform. Public Employees for Environmental Responsibility. Reporters Committee for Freedom of the Press. Environmental Defense Fund. Three invites alone for the Union of Concerned Scientists. Anyone want to guess how the meeting will go?

This is a government employee using taxpayer funds to gather political activists on government grounds to plot—let’s not kid ourselves—ways to sabotage the Trump administration. Ms. Grifo did not respond to a request for comment.

Messrs. Pruitt and Trump should take the story as a hint of the fight they face to reform government. It’s hard enough to overcome a vast bureaucracy that ideologically opposes their efforts. But add to the challenge the powerful, formalized resistance of posts, all across the government, like the Scientific Integrity Official. Mr. Obama worked hard to embed his agenda within government to ensure its survival. Today it is the source of leaks, bogus whistleblower complaints, internal sabotage.

Pitched battle with these folks is no way to govern. The better answer is dramatic agency staff cuts—maybe start with the post of Scientific Integrity Official?—as well as greater care in hiring true professionals for key bureaucratic posts. The sooner department heads recognize and take action against that deep state, the sooner this administration might begin to drain the swamp.  "
