I have never heard of NOT being able to buy tickets at the box office on the day of an event, unless totally sold out.
It's usually a remote trailer somewhere in the lot. No clues about "no fees"...I just expect them normally at all times.
Not sure why your friend would expect "no fees". TM does not work for free.
The MetLife Stadium Ticket Office is open Monday through Friday from 11am to 5pm on non-event days.
It is located in the West VIP Lobby and is accessible through the MetLife Gate (park in Lots F or G).

Idk about what exactly happened in Vegas, I just read it on IORR, people complaining about that this happened to them...and about the fees, it's what people over on FB have been talking about for months now, they basically are like: if you wanna save money, wait til the day of show, go to the box office and you will get tickets at face value without the additional fees TM puts on top
