" The U.S. economy grew at its weakest pace in three years in the first quarter as consumer spending barely increased and businesses invested less on inventories, in a potential setback to President Donald Trump's promise to boost growth.


Gross domestic product increased at a 0.7 percent annual rate also as the government cut back on defense spending, the Commerce Department said on Friday. That was the weakest performance since the first quarter of 2014.




The economy grew at a 2.1 percent pace in the fourth quarter. Economists polled by Reuters had forecast GDP rising at a 1.2 percent pace last quarter. The survey was, however, conducted before Thursday's advance data on the March goods trade deficit and inventories, which saw many economists lowering their first-quarter growth estimates.

The pedestrian first-quarter growth pace is, however, not a true picture of the economy's health. The labor market is near full employment and consumer confidence is near multi-year highs, suggesting that the mostly weather-induced sharp slowdown in consumer spending is probably temporary.

A measure of private domestic demand increased at a 2.2 percent rate last quarter. First-quarter GDP tends to underperform because of difficulties with the calculation of data that the government has acknowledged and is working to rectify.

Even without the seasonal quirk and temporary restraints, economists say it would be difficult for Trump to fulfill his pledge to raise annual GDP growth to 4 percent, without increases in productivity.

Trump is targeting infrastructure spending, tax cuts and deregulation to achieve his goal of faster economic growth. On Wednesday, the Trump administration proposed a tax plan that includes cutting the corporate income tax rate to 15 percent from 35 percent, but offered no details.

Growth in consumer spending, which accounts for more than two-thirds of U.S. economic activity, braked to a 0.3 percent rate in the first quarter. That was the slowest pace since the fourth quarter of 2009 and followed the fourth quarter's robust 3.5 percent growth rate.

The weakness in consumer spending is blamed on a mild winter, which undermined demand for heating and utilities production. Higher inflation, which saw the personal consumption expenditures index averaging 2.4 percent in the first quarter - the highest since the second quarter of 2011 - also weighed on consumer spending.

Government delays issuing income tax refunds to combat fraud also curbed consumer spending. But with savings rising to $814.2 billion from $778.9 billion in the fourth quarter, consumer spending is likely to pick up.

GDP 'noisy'

Economists believe Federal Reserve officials are likely to view both the anemic consumer spending and GDP growth as temporary when they meet next week. Fed Chair Janet Yellen has previously described quarterly GDP as "noisy."

The Fed is not expected to raise interest rates next week. The U.S. central bank lifted its overnight interest rate by a quarter of a percentage point in March and has forecast two more hikes this year.

After contributing to GDP growth for two straight quarters, inventory investment was a drag in the first quarter.

Businesses accumulated inventories at a rate of $10.3 billion in the last quarter, down from $49.6 billion in the October-December period. Inventories subtracted 0.93 percentage point from GDP growth, almost reversing the 1.0 percentage point contribution in the fourth quarter.

Government spending fell at a 1.7 percent rate as defense outlays declined at a 4.0 percent pace, the biggest drop since the fourth quarter of 2014. State and local government investment also fell.

There was some good news in the first quarter. Business investment improved further, with spending on equipment jumping at a 9.1 percent rate thanks to rising gas and oil well drilling as oil prices continue their recovery from multi-year lows.

Spending on mining exploration, wells and shafts surged at a record 449 percent rate after rising at a 23.7 percent pace in the fourth quarter, accounting for the rise in nonresidential structures investment.

Spending on nonresidential structures accelerated at a 22.1 percent pace in the first quarter after falling at a 1.9 percent rate in the prior period.

Investment in home building rose at a 13.7 percent rate. Exports rose at a 5.8 percent rate, outpacing the 4.1 percent rate of increase in imports. That left a smaller trade deficit, which had a neutral impact on GDP growth. "

" Republicans may be close to turning their party into fake news.

“Fake news” is a phrase open to many meanings, but in my recent experience people watching the melodrama of the Trump presidency unspool aren’t sure who or what they should trust or believe these days.

The mainstream media, no matter how many righteous speeches got delivered at the White House Correspondents’ Dinner, is on a bigger credibility bubble with the American public than it imagines. Now a Republican Party fantastically unable to deliver on its promise to repeal and replace ObamaCare is close to creating its own credibility bubble.

If, after voters delivered control of Congress to them in 2016, these same Republicans can’t—or will not—produce an ObamaCare reform, those voters may reasonably ask in 2018: Why do we need these people? What is a Republican for? Even by current bread-and-circuses standards, the GOP elephants are losing their entertainment value.


On Tuesday, Congressman Fred Upton of Michigan, which Donald Trump won, flamboyantly announced he could not support the Trump-Ryan American Health Care Act.

This desertion popped eyes open because Mr. Upton has worked for years with the House leadership to fashion an ObamaCare alternative.

But by noon the next day, Mr. Upton was supporting the health bill, presumably because he’d gotten another $8 billion into it for the fake-news issue known as pre-existing health conditions.

Why fake? It’s fake because the AHCA already commits a staggering $100 billion to help states pay for virtually every imaginable health nightmare that falls beyond the reach of normal insurance.

House Republicans should get the health-care vote behind them before it kills them—if it hasn’t already.

A book could be written about how Republicans arrived at this stalemate, whose origins go back long before many Americans discovered Donald Trump.

Ideological tensions have existed between conservatives and moderates at least since the 1950s. Rockefeller, Goldwater, Reagan, Ford and Bush are all one-word signposts on this long odyssey. Then came Ted Cruz.

Elected to the Senate in 2012, Mr. Cruz brought with him a plan to divide Republicans along lines that would carry him to victories in the 2016 GOP presidential primaries. He and his allies drove a wedge between “real conservatives” like himself and a vague lump dismissed as “the establishment,” which included pretty much every other Senate member.

In the event, Donald Trump swallowed Mr. Cruz, his strategy and the Republican Party. But they or any Republican president was heading inevitably toward the same problem when trying to repeal and replace ObamaCare. One notable difference is that the Republican moderates negotiating now with Mr. Trump would not have picked up the phone to talk to Mr. Cruz after years of being vilified as sellouts.

There currently are some 200 million voters in the U.S. For the purposes of governance, the U.S. House of Representatives is divided into 435 congressional districts. Of these, 238 are now Republican districts.

Believe it or not, those 238 House Republicans are not all from Texas or Alabama. They are from everywhere else in America, and those districts—whether in Ohio, New Jersey, Pennsylvania, North Carolina or Arizona—are not alike in terms of their political self-identity, gerrymanders notwithstanding.

Modern media and much political writing blands out these distinctions. Hillary Clinton didn’t lose because of misogyny or James Comey. She lost because Democrats lulled themselves into thinking they could impose a homogenized, politically correct liberalism on a resisting Wisconsin, Michigan and Pennsylvania.

The first significant Republican moderate to bolt from the health bill was Appropriations Chairman Rodney Frelinghuysen. Mr. Frelinghuysen’s New Jersey district in Morris County is not close to being like Freedom Caucuser Jim Jordan’s district in Central Ohio. That’s the maddening wonder of the U.S. system, a product of the country’s complex history and for which inconsolable partisans can blame the Founders.

The original ObamaCare reform, assembled over months by the House leadership, was constructed explicitly to avoid opening this Pandora’s box of political interests inside the GOP. It was written so that a North Carolina Republican and a Pennsylvania Republican could be on the same page for one big vote.

For some “real conservatives,” the bill had the stench of compromise, an anathema in their world. One all-American reality that no amount of ranting will reverse is this: Unless you get more votes than the other guy, you lose. You will lose on health care, spending and taxes.

The cost of losing is high. If this Congress’s Republican moderates and conservatives are seen as incapable of working their way through political realities evident to the average American voter or campaign donor, then a resurrected Speaker Nancy Pelosi will be smiling through her weekends at Mar-a-Lago after 2018. That will not be fake news.  "

" Republicans finally hit a home run with the vote Thursday to pass a health-care bill that will help millions of struggling Americans. They showed that the system of old-fashioned Washington negotiations and compromise still works. They proved they can govern. They caused heads to explode in the media and among liberals rooting for failure—always a good sign.

Yet one of Republicans’ most notable successes is so far getting too little recognition. GOP negotiators embraced the only model that can ultimately see this bill successfully to President Donald Trump’s desk: states’ rights.

Understand, the real agony of health-care negotiations is only starting in the Senate. That process is going to be tortuous and will take at least a month, probably longer. The Senate is where procedure reigns supreme, and many pieces of the bill will come under the scrutiny of the parliamentarian. It is extremely likely that core sections will be ruled out of order under the Senate’s complicated process of budget reconciliation.

That includes the fragile compromise between GOP conservatives and moderates that would allow governors to opt their states out of certain ObamaCare mandates. This was the glue that finally stuck together enough House votes to pass the bill. If and when the provision is struck, the media will roll out banner headlines designed to stoke division. Once again the bill will be pronounced dead. The script practically writes itself.

It will then fall to Republicans to understand that the death of that provision is no big deal. The compromise is far from perfect—concocted, as it was, under pressure, and with dozens of competing interests in the room. The Senate offers Republicans an opportunity to do much better by building on the idea’s model of states’ rights.

Let’s remember the entire point of this exercise, lost in the breathless reporting about which political factions are winning on any given day. The point is to restore affordable (and quality) health care to millions of hurting Americans. To their credit, conservatives among activist groups and in the Freedom Caucus have insisted all along that their efforts to modify the House bill were geared toward lowering costs.

But if that’s the recipe, this compromise doesn’t offer much awesome sauce. Yes, it allows governors to opt out of mandates that drive up insurance premiums. But given the political sensitivities surrounding issues like pre-existing conditions, and considering the requirements involved in opting out, how many governors would choose to do so? Texas alone does not a thriving national market make. Few Americans could benefit from lower costs.

The solution is to build on the concept of state flexibility. The Senate can insert provisions that essentially give the Trump administration blanket freedom to provide waivers to states. Those waivers can go well beyond wiping away mandates. They can provide states vast flexibility to craft fixes to their own unique problems, inspiring true health-care innovation in the process.

This is also a better way, politically, to keep the sprawling conservative universe united. It would take the heat off GOP lawmakers to answer specific and explosive policy questions, such as what will happen with pre-existing conditions. After all, Republicans would be voting for a bill that simply allows states to request permission to retool their health-care markets—in some form or fashion, as yet to be determined. That would rally activists and moderates alike to one of the few causes on which they agree: giving states freedom from an intrusive federal government and the right to forge their own destinies.

Some conservatives will fret that the promise of waivers is too loosey-goosey—that the mandates should be outright repealed, and that it would be risky to leave the insurance market in the hands of President Trump’s Health and Human Services Department. That argument willfully ignores political reality. Mr. Trump knows that his fate and that of the Republican Party rest on fulfilling his campaign pledge to stabilize insurance markets and bring down premiums. HHS Secretary Tom Price will be begging states to send him good ideas to sign off on.

The bigger risk is Republican egos—that House conservatives and activist groups will cling to their compromise as the only solution or will automatically reject other Senate changes. And there will be alterations: to tax credits, to the Medicaid block grants, to the high-risk pools. With sincere credit to those who diligently forged the House deal, they are not the only people in Washington capable of crafting health-care policy. If someone like Sen. Ted Cruz, who is also focused on costs, can ultimately support an altered Senate bill, that ought to count for something.

House Republicans have an obligation to their struggling constituents to embrace any idea that can make the bill better—even if it isn’t their own. They also have an obligation to work as open-mindedly with the Senate as they recently did with each other. The enemy isn’t fellow Republicans. It’s ObamaCare. "

It was the "rich young people" that Obummercare so much relied on for funding who were not properly participating.
Why pay premiums when paying the penalty for not carrying insurance was cheaper?

You still have hope for your immensely defective law though, Gorda.
The new law still needs to pass the Senate.
