Maybe he just had a few years worth of songs stored by the time he made WS (there hadnt been a Stones album in well over three years by that point), whereas he wouldnt have had the same length of time for Voodoo Lounge (The Stones started recording it five months after WS came out - and about 9 months to a year after the solo album had been recorded)
Definitely his best solo album, although I prefer the Stones album that followed it, mainly because...well, I just prefer the Stones' sound.
His VL songs are of a similar standard to the WS songs, Maybe the solo ones would have sounded more interesting with the band playing them
'Sweet Thing' and 'Hang on to me Tonight' were a few years old and supposedly the Stones worked on them for 'Steel Wheels'. How developed the songs were at that stage though is another matter. Probably not very.
