What about all the other pirates, aren't they being discriminated against? Isn't their like affirmative pirate action or something to help Capt Hook out

Well, there's The Old Absinthe House, where Jimmy Page used to seen before the place turned into a frozen daiquiri joint, and then there's:

BTW, this place is only one block from my flat.

Legend has it, the oldest bar in America and former front for Lafitte's illegal business activities.
Plenty of "haunted" buildings in New Orleans, but I haven't heard of this being one.
