The most rock solid rumours this year so far are for the following dates
May 17 Dublin - Croke Park (this would probably be the opening night of the tour)
June 19 & 23 London - Twickenham Stadium
Applications have definitely been made for licenses for concerts on those three dates, although its not confirmed for which artist (but you can take it to the bank that its for the Stones...)
Croke Park is far from a sure thing IMO. The local residents are very strict about only permitting three shows per year and those three slots have already been taken (2 for Taylor Swift and one for Michael Buble). About three or four years ago, the promoters added and sold out three extra Garth Brooks shows once an original pair had sold out before applying for a licence, which was then refused after resident's objections. Brooks refused to cancel the extra dates and all five ended up being pulled (thats 400,000 tickets!)
If Aiken Promotions have any foresight, I'd like to think they have the Aviva Stadium in mind for a back-up if the application fails. It holds 30,000 less people, but at over 50,000 its still big enough for a Stones gig and has held major concerts in recent years since it was redeveloped (Madonna, ACDC, Rihanna, etc).
I believe theres also an issue with the number of shows that Twickenham can stage and theyve already announced two Eminem dates there in mid-July. However, the promoter has specifically asked for two extra dates to be allowed. I'd guess that those shows are more likely to go ahead ok.
Expect to hear something regarding both applications in the next 2-3 weeks.
The fact that they were looking to play in Sunderland suggests there'll be a couple of shows in the north of England. Newcastle's St James Park would be the most obvious alternative to that one but I'd expect something for the Lancashire/Yorkshire area as well - Manchester has certainly been rumoured.
