I believe that (collectively) they've decided if they are going to tour again or not.
Assuming they have decided to tour, it's more a matter of all the extraneous factors coming together, and the longer that takes, the less chance of a tour actually happening.  you made a grown man cry

Not that it really means anything but I have no reason to doubt it either, poster "Horse Called War" on the Metal Sludge Gossip Board posted -

"We had lunch with Darryl Jones the current Bass Player of the Stones at NAMM. He was saying a 2012 touring date. One of our friends who introduced us , will probably be either the guitar tech or Bass tech on the tour also."
