The true cause for all celebrations at this time of year, when the sun, the light of the world (or 'son' if you prefer) rises to bring salvation to the species on Earth as the days finally begin to get longer and the rays (or 'crown of thorns' if you prefer) bring that which is necessary for life to endure.

The 3 stars in Orion's Belt (or the three kings if you prefer) now point through the (or 'follow the' if you prefer) star in the east to the exact spot on earth's horizon where the sun (or 'son') will rise (or 'resurrect' if you prefer) on or about Dec 25th.

Think Progress makes a great catch on C-SPAN this morning: Someone calls in while Sen. John Barrasso (R-WY) is answering the lines, practically in tears because Sen. Jim Inhofe (R-OK) missed this morning's procedural vote on health care.

He was apparently concerned that -- after following Sen. Tom Coburn's (R-OK) instructions to pray that someone couldn't make a manager's amendment vote Sunday night -- his prayers for Sen. Robert Byrd (D-WV) to die struck the wrong senator.

"Our small tea bag group here in Waycross, we got our vigil together and took Dr. Coburn's instructions and prayed real hard that Sen. Byrd would either die or couldn't show up at the vote the other night," the caller said.



Personally, I think it IS a hoax telephone call . . .

Health Reform's CLASS Act

There's been enough budget tricks to avoid puffing out the deficit even more in the Senate health care bill to stuff a magician's hat full. But one budgetary piece of legerdemain trumps the rest.

But you haven't seen this. Almost half of the CBO's federal budget "savings" in the Senate health care plan results from establishing a new federal entitlement program ($72 billion of $132 billion over 2010-2019).

We're not talking about the public option here, an idea that could be resurrected still. And we're not talking about the expansion of Medicare to cover more Americans.

Under the new "Community Living Assistance Services and Supports (CLASS) program," active workers could purchase long-term insurance coverage, usually through their employer, notes Fox News senior analyst James Farrell.

Although most individuals would be required to pay premiums, estimated by the government at $240 per month at inception, students and individuals under the federal poverty level would pay only $5 per month, Farrell says.  The program would provide a cash benefit of no less than an average of $50 per day, with no lifetime or aggregate limit.

Now, how can establishing a new entitlement program lower federal budget costs?  Simple: Cash flow, says Farrell.

Really? The CBO already estimates that the costs for the program will eventually, just like Medicare, Medicaid and Social Security, outstrip its revenues. Medicare alone has unfunded liabilities that would block out the sun, an amount that nearly approximates the GDP of the entire planet.

But because the program is estimated to collect revenues that exceed its costs in the initial years, and because it will not pay any benefits until five years into the program, presto-change-0, the federal government can show "savings."

Talk about stretching a point until it snaps. Only in the land of make believe accounting that DC lives in do you see this impenetrably delusional bookkeeping. Has your head exploded yet?

How badly will this ticking time bomb injure taxpayers when it eventually explodes?  Farrell says the CBO has provided an answer. That it is the audacity of hope to think it, too, won't hurt the deficit, and taxpayers, is an understatement. When will Congress begin to pay itself in Treasurys? When will it be forced to eat its own cooking?

This "CLASS" program is of a piece with the Congress's moves to get taxpayers believing that reform "won't add a penny to the deficit," as the President avows, by having the health bill pay for six years of reform with ten years of taxes and fees, more than $400 billion from 18 new taxes and levies.

To get the doctors on board, you've seen, too, that the Congress has shuffled off the "doc fix" into a separate bill, whereby elected officials are actually paying doctors enrolled in Medicare more money, not less, even though by law their Medicare payment rates would have been cut by about 21% in 2010 and then decline further in subsequent years.

You've seen as well the promises from the American Medical Association, that the nation's doctors will deliver whopping cost savings to pay for health reform--promises that would entail corraling the country's 183,000 doctors to do that.

You'd have better luck at shepherding mice through a baseball stadium. Or catching gnats in a hurricane. This is health reform built on spit and a handshake. Health reform paid for with fumes and lilac-scented promises.

When it comes to the new CLASS program, the CBO put out a report that shows how cowed this supposedly nonpartisan group has become. It notes that "[i]n the decade following 2029" it "would begin to increase budget deficits," adding though "however, the magnitude of the increase would be fairly small compared with the effects of the bill’s other provisions."

However, a report by the Center for Medicare and Medicaid Services' [CMS] chief actuary paints a much more dire prediction.

The CMS states that the program will result in a "net Federal cost in the longer term," Farrell notes.

The CMS warns that the program is structured in such a way as to result in a classic "insurance death spiral," because most of the people likely participating will be the $5 per month subsidized individuals with higher claims.

The CMS adds that "there is a very serious risk that the problem of adverse selection would make the CLASS program unsustainable." [Emphasis EMac's].

This is the "change" which voted for last November.  Just the 1st sentence of this makes me want to vomit.   Buying off Senators from several different states with perks.  Anyone in Chicago would know this is Politics 101.  This is not change.  The pork placed in this health care bill is corruption at the highest level.

Look for House Speaker Nancy Pelosi and Senate Majority Leader Harry Reid to try to circumvent the traditional conference committee process by which the different versions of health care reform passed by each house will be reconciled. If so, it will be the latest example of violating principles of transparency and accountability in the single-minded pursuit of legislative victory.

Conferences involving members from both houses are messy things. They are usually conducted in public and often televised, and can produce a compromise version of the bill that leaves rank-and-file members tempted to vote against the final version. That could be perilous in the case of health care since it's likely to pass without a vote to spare in the Senate and the House's version passed by only five votes.

North Dakota Senator Kent Conrad, chair of the Budget Committee, has already warned that if the final bill "isn't close to the Senate bill, there will be no way to get the 60 votes here" to shut off debate and pass the final product. But many House members, led by Michigan Rep. John Conyers, are insisting on major changes in the Senate's version.

Mr. Reid and Ms. Pelosi would love to come up with a way to bash heads in private and skip any public discussion that further reveals just how incoherent and unworkable both the bills are. Luckily, there is a subterfuge readily available that wouldn't require the House to swallow the Senate's bill unchanged but also ducks the traditional give-and-take of the conference committee.

When Democrats took over Congress in 2007, they increasingly did not send bills through the regular conference process. "We have to defer to the bigger picture," explained Rep. Henry Waxman of California. So the children's health insurance bill passed by the House that year was largely dumped in favor of the Senate's version. House Ways and Means Chairman Charles Rangel and other Democrats complained the House had been "cut off at the knees" but ultimately supported the bill. Legislation on lobbying reform and the 2007 energy bill were handled the same way -- without appointing an actual conference.

Rather than appoint members to a public conference committee, those measures were "ping-ponged" -- i.e. changes to reconcile the two versions were transmitted by messenger between the two houses as the final product was crafted behind closed doors solely by the leadership. Many Democrats grumbled at the secrecy. "We need to get back to the point where we use conference committees . . . and have serious dialogue," said Rep. Artur Davis of Alabama at the time.

But serious dialogue isn't what Speaker Pelosi and Majority Leader Reid are interested in right now. Look for the traditional conference committee to be replaced by a "ping-pong" game in which health care is finalized behind closed doors with little public scrutiny before the bill is rushed to the floor of each chamber for a final vote.

I'm not wearing rose colored glasses if this is what you are asking.  I know enough about corruption when I see it.  There are plenty of other states in dire peril like The Great State of Louisiana who are not receiving a bailout during this greed-fest and why?  Because the senator from that state was not going to vote for the plan unless the state got the 300 million.   Why is it that each of the 50 states did not receive the kickbacks & perks that several did?  Isn't Obama all about sharing?  As well, why did Pelosi & Reid not ever perform the bipartisan discussions which Obama promised on this bill since April? 

This charade is an undeniable money grab which generations to come will pay dearly for.  
We were promised transparency & change.

I did not vote for "change" as you defined it.  I voted for "change" as in it's time to stick it to the GOP for a "change".  "Mission Accomplished"!!! Wow!
