The very timeline you posted shows the bargaining that took place after 9/11 and the invasion of Iraq.
Did it result in North Korea capitulating?  No, but it reinforces the point that you need to be tough with North Korea before they begin the bargaining process.  Will North Korea go back to the bargaining table now that Obama has a toothless UN resolution to wave at them?  How about if we set up a blockade or start confronting their ships? 

As for Libya being a joke:

On Tuesday, Libyan ruler Moammar Khaddafy acknowledged that he maintained a secret nuclear weapons program, Middle East Newsline reported.

The 10-page report by the agency asserted that Libya began its nuclear program at least 25 years ago.

Diplomatic sources who read the report said the IAEA has concluded that Libya was preparing to receive a uranium enrichment plant meant to produce fuel for the assembly of several nuclear bombs a year. They said Libya had purchased a complete facility, including gas centrifuges.

The IAEA, which inspected 18 sites, said Libya drafted plans to accelerate its nuclear weapons program. The agency said Libya ordered 10,000 gas centrifuges through the international black market headed by Pakistani government scientist Abdul Qadeer Khan."

Excepting the Iran-Iraq war, it is a much more violent place in the past few years than there was in the 1980's or 1990's. Whether that's good or bad I guess I will leave to your interpretation. Wait...was THAT the reason we went to war in Iraq? So that they would eventually be better off?

The tens of thousands (a conservative estimate) of Iraqis we accidentally killed along the way might disagree.

The tens of thousands more who were killed during the civil war we facilitated might disagree also.

The Americans who signed up for military service because of the non-existent WMDs and the fictional al Qeda connection, but who instead got killed or crippled so that Iraq could be "far better off", or got killed in the crossfire during the afore-mentioned civil war, might harbor some hidden resentment.

Some might say (to use a favored Fox News equivocation) that blowing the place up and taking six years to do a half-assed job of rebuilding it is nothing to brag about.

Who said anything at all about the reasons we went into Iraq?

All I said was the place is better off without Saddam.
The country has had a number of democratic elections (not those under Saddam where, miraculously, everyone voted for Saddam or faced getting thrown alive into a woodchipper by his sons).
The country has taken over much of its own security.
The violence in the country is down from a few years ago.
