The Russian-built Bushehr nuclear power plant will be internationally supervised, including a pledge by Russia to safeguard it against materials being diverted for any possible use in creating nuclear weapons. Iran's agreement to allow the oversight was a rare compromise by the Islamic state over its atomic program.

Western powers have cautiously accepted the deal as a way to keep spent nuclear fuel from crossing over to any military use. They say it illustrates their primary struggle: to block Iran's drive to create material that could be used for nuclear weapons and not its pursuit of peaceful nuclear power.

Iran has long declared it has a right like other nations to produce nuclear energy. The country's nuclear chief described the startup as a "symbol of Iranian resistance and patience."

"Despite all pressure, sanctions and hardships imposed by Western nations, we are now witnessing the startup of the largest symbol of Iran's peaceful nuclear activities," Ali Akbar Salehi told reporters inside the plant with its cream-colored dome overlooking the Persian Gulf in southern Iran.

In several significant ways, the Bushehr plant stands apart from the showdowns over Iranian uranium enrichment, a process that can be used both to produce nuclear energy or nuclear weapons. It also could offer a possible test run for proposals to ease the impasse.

The Russian agreement to control the supply of nuclear fuel at Bushehr eased opposition by Washington and allies. Bushehr's operations are not covered by U.N. sanctions imposed after Iran refused to stop uranium enrichment. And last week, State Department spokesman P.J. Crowley said the Russian oversight at Bushehr is the "very model" offered Tehran under a U.N.-drafted plan unveiled last year.

That proposal — so far snubbed by Iran — called for Iran to halt uranium enrichment and get its supplies of reactor-ready material from abroad.

Western leaders fear Iran's enrichment labs could one day churn out weapons-grade material. Iran claims it has no interest in nuclear arms, but refuses to give up the right to make its own fuel.

Iran has some of the world's biggest oil reserves, but lacks refinery capacity to meet domestic demand and must repurchase fuel on international markets. Nuclear power is seen as both a goal to meet power needs and an important technological achievement for the Islamic government.

The French Foreign Ministry said the Russian deal shows Iran does not need to enrich uranium to benefit from civilian nuclear power.

"This clearly shows that the sanctions do not aim to deprive Iran of its right to develop nuclear energy for peaceful uses," said the French statement.

In London, a Foreign Office junior minister, Alistair Burt, said the loading of Russian fuel at Bushehr "demonstrates that Iran can have the benefits of nuclear power."

But conservative Iranian lawmaker Arsalan Faithipour struck a tone of defiance.

"The startup at Bushehr proved the ineffectiveness of sanctions," he said.

After years of delays in completing the plant, Moscow now claims that the project is essential to persuading Iran to cooperate with international efforts to ensure it does not develop the bomb.

Iran has said that monitors from the U.N. nuclear watchdog, the International Atomic Energy Agency, will have access to the fuel shipments at Bushehr, about 745 miles (1,200 kilometers) south of Tehran. Spent fuel contains plutonium, which can be used to make atomic weapons.

U.N. nuclear inspectors were on hand Saturday as the first truckloads of fuel were taken from a storage site to a "pool" inside the reactor. Over the next two weeks, 163 fuel assemblies — equal to 80 tons of uranium fuel — will be moved inside the building and then into the reactor core.

It will be another two months before the 1,000-megawatt light-water reactor — heavily guarded by soldiers and anti-aircraft batteries — is pumping electricity to Iranian cities.

Two weeks ago, two Iranian drones were sent over Bushehr to test of air defense capability. The drones were picked up, but were grounded before forces guarding the nuclear plant could open fire, Bushehr Provincial Gov. Mohammad Hossein Jahanbakhsh told The Associated Press.

"The decision had been to test the capability of the Bushehr air defense system. The reaction was appropriate and authorities were happy," he said.

The uranium fuel Russia has supplied for Bushehr is well below the more than 90 percent enrichment needed for a nuclear warhead. Iran is already producing its own uranium enriched to the Bushehr level — about 3.5 percent. It also has started a pilot program of enriching uranium to 20 percent, which officials say is needed for a medical research reactor.

Salehi said Iran will continue to enrich uranium to 20 percent, but had no intention to continuing the higher level of enrichment forever.

Iran raised more alarm in the West with its recent declaration of plans to build 10 new uranium enrichment sites inside protected mountain strongholds. It said it will begin construction on the first one in March in defiance of the U.N. sanctions.

"Today is a historic day and will be remembered in history," Salehi said at a news conference alongside the head of Russia's state-run nuclear corporation, Sergei Kiriyenko.

"The countdown to the Bushehr nuclear power plant has started," Kiriyenko said. "Congratulations."

Russia signed a $1 billion contract to build the Bushehr plant in 1995 but has dragged its feet on completing the work. Moscow had cited technical reasons for the delays, but analysts say Russia used the project to try to press Iran to ease its defiance over uranium enrichment.

Iran has announced plans to build other reactors and says designs for a second rector in southwestern Iran are taking shape.  "

Sir Paul McCartney sang on phone to ex-US President Bill Clinton for his birthday

Sir Paul McCartney sang When I'm Sixty-Four down the phone to ex-US President Bill Clinton on his birthday this week.

The surprise serenade delighted the Democrat - who was only joking when he told advisers last month that a call from The Beatles legend would be the greatest present of all on reaching the age on Thursday (August 19th). But his team took him seriously. As did Macca, 68, when they got in touch.

A source revealed: "Sir Paul knows Bill is a huge fan of the Fab Four and instantly agreed to ring him.

"Well, it's not every day you can get on the line to a former President. But Bill was even more over the moon when he heard him - and couldn't believe it when he started singing When I'm Sixty-Four."

The 1967 ditty is from Sgt Pepper's Lonely Hearts Club Band - Clinton's favourite in his record collection that includes all the Beatles' albums.

The source said: "Bill's been a fan his whole life. He loves Macca's solo stuff, too. So they chatted for ages."

Democrat-supporter McCartney certainly scored more of a hit than when recently playing in front of Barack Obama at the White House.  "

Fans Q&A with Paul

The PM.com news team managed to catch up with Paul backstage in Montreal just hours before he was due to take to the stage for his first show in that part of the world in 21 years. Shortly after 6pm Paul had finished his soundcheck and invited us into his dressing room for the 'fanish inquisition'.

The corridor outside Paul's dressing room was manic with activity and preparation, as you'd expect. When we got into Paul's dressing room we immediately entered a cool and calm environment. Paul kindly offered us some refreshments but we wanted to get straight down to business. We had your questions and we wanted answers.

Since inviting your questions we have been snowed under! To date we've had in excess of 20,000. As you can imagine filtering through the questions was not an easy task. If Paul were to answer everything he'd never have time to do anything else! We randomly selected a batch to put to the big man.

Here we go

First up from Steven Hirschberger:
What are you usually up to in the last few hours before you start the show?

PAUL: Answering extremely stupid questions like this, Steven! (laughs) No, no no, I'm not at all, that's just a joke. We start with the soundcheck which is an hour or so and then come back to the dressing room and do various things like maybe an interview, or answering questions like these, or reviewing artwork. Then meeting and greeting and then people get ready.

From Adam Walsh:
Why did you decide to alter the set list to include more Wings classics this time round?

PAUL: I always like to try and get songs that represent my whole career, rather than just my Beatles career, so Wings is an obvious inclusion there. Also, I'm finding that a lot more people are hip to Wings now a days so we add Wings, Fireman and oddities just really to keep it kind of interesting and not just a Beatles sing-along. For instance 'Ram On', which really came about because I had my ukulele for the beginning of the tribute to George, 'Something', and started messing around on 'Ram On' and saw a sign in the audience so thought, 'Yeah, why not.' So that's started creeping its way in.

From Kevin Lillard:
You've been with this fantastic band for so long, do you feel in some way like you have evolved into an actual band as opposed to them being your back-up musicians?

PAUL: Yeah, I really do. For a while I had just thought of them as me and my back-up but I just one day suddenly realised that we had been playing together so long as a band that we were now a band who'd put in all the work and now we operating like a band, feeding off each other, we read each other. If anyone slows down or speeds up then we all go with it, which is a cool thing about a band. I finally realised that we are each other's band.

From Emily Mitchell:
How do you feel when you get on stage and see all those people who are screaming, shouting and celebrating for you?

PAUL: Everyone likes to be appreciated so it is quite a thrill for us all in the band to see the audience going so bonkers - them appreciating us being there and playing for them. It feels great.

From Liz ' The Kizar ' :
With so many outstanding significant unparalleled accomplishments that you have uniquely achieved, what would you consider the core of your legacy?

PAUL: It's sort of difficult because I never analyse what I do, so I suppose you'd have to put songwriting in there somewhere as being the core of my legacy. And then I suppose playing live - singing and playing live, and then making records. So I suppose you would summarise that by saying songwriting, playing live and making records.

From Kelly:
What and when was your favorite place to perform, from any stage of your career and any type of venue?

PAUL: That's an impossible one to give one answer to because what happens is that you get different favourites. This year it has to be the White House, which is lofty and wonderful- you know, playing to the President of America and his family. Many many years ago it could just have been playing down The Cavern on a sweaty night. Both are equally as exciting but in completely different ways. Then playing a huge gig like we did in Brazil at the Maracana Stadium to 184,000 people, or playing in Rome to 500,000 people or Kiev to 300,000 - those are all really exciting, but the others are just exciting, they are just exciting in different ways. It's very hard to just choose one. "

McCartney Refuses To Drink Water Onstage

Sir Paul McCartney refuses to drink water while rocking out onstage - because he doesn't want to look unprofessional.

The 68 year old regularly performs three-hour concerts but insists on not guzzling water, admitting his preference harks back to his days in the Beatles.

He tells Britain's Daily Express, "I don't know, I just wouldn't want to drink water when I'm on. There is water (available) but I think it's the tradition that I'm from."

But the Brit admits he does take care of his vocal cords backstage before his gigs, adding: "I inhale Olbas Oil - put a few drops in hot water and inhale the steam or sometimes gargle salt water. I don't know if it does anything but the ritual does. It helps me mentally."

The "Up and Coming Tour" kicked off at Glendale Arizona in late March. For me it was my first time seeing a Beatle live, im 23 years old, and it was the most amazing night of my life so far. Paul's concert was the opportunity to bring me and my dad together and share a common idol, two generations brought together by an icon! we traveled eight hours from El Paso, Texas to be able to live up the Beatlemania for the first time in both of our lives.

When I saw on Facebook that Paul was launching his Up And Coming Tour in Phoenix, I got tickets and went with my mother. It was the greatest experience of my life. In fact, I had "concert depression" when it was over. Paul's fans are the best as well. While waiting to get in to Jobing.com Arena I talked with 3 teenage boys standing in line behind me. I was thrilled to see such a younger generation embrace Paul's music. They told me they worked at a hotel as pool boys and saved their money to go to concerts. The one kid even played hooky from school the day tickets went on sale so he could get them.

The moments of driving up to a large marquee that reads "HOLLYWOOD BOWL- PAUL MCCARTNEY- UP AND COMING TOUR" with a bus load of people that defy any generation gaps and are jovially singing Beatles songs, wine bottles in hand, are the kind that stay with you for a while, with an element of surrealism that makes you question whether the whole ordeal was just a dream. Because a Paul McCartney concert isn't just a show- it's a coming together of people of all ages to celebrate and give thanks to a man and history that mean something special to each of us.

Seeing Paul in concert was the highest point in my life, and I knew I wanted to get a permanent reminder of that amazing night. When Paul played "Blackbird" solo, I had shivers running up and down my spine, and I knew I'd remember that moment always. So, two days after the concert, I became the proud owner of my second Paul-related tattoo*. Script over my heart reads "all your life you were only waiting for this moment to arise," and the writing is flanked by a blackbird (Beatles) and a bluebird (Wings). (*I also have an "Octopus's Garden" on my arm.) I am hoping when I see him in August, that he wouldn't mind autographing me, so that I could have the pièce de résistance of my collection.

Fireworks, special effects, eager fans, a 3-hour non-stop set and the best music in history thus far. Most can agree that this is recipe for one of the best concerts one can attend. Fortunately, for me and a sold out crowd at the Hollywood Bowl on March 31st, this was a reality. Being a huge Paul McCartney and a Beatles fan, I was so ecstatic to finally see this man in person and playing my favorite songs. I must admit, and I would allow someone to hit me for this, that I thought my favorite songs that I know and love would not quite sound the same they do in previous live performances and recordings he has done. Boy, was I proven wrong.

Paul McCartney is THE best performer, obviously. I attended the March 30th concert at the Hollywood Bowl, and my life has been changed (No exaggeration). I am 17 years old, and attended the concert with my dad. He himself said how the show was amazing and how he'd love to see it again. We were way up high in the back seats, but it was still absolutely amazing. You could see everything going on, hear everything as if you were up front, and everyone was having a great time. It was absolutely, the greatest concert I've ever been too.

Saturday 3rd April ­ Miami

I am delighted that we got to see Sir Paul in Miami on such a lovely night. We sat towards the top of the upper bowl, yet we didn't miss a thing. We heard every note and we felt every bass note and drum beat deep down in our hearts. Abe Laboriel Jr. is a beautiful beast and we adore him, and the rest of Sir Paul's band is simply amazing. It is clear that Sir Paul loves performing, and I hope that he will continue to perform for a very long time.

What was so special about this particular Macca show was it was a bit WINGS heavy . . . ABOUT TIME! When you have nine #1 singles by yourself, you'd think a lot of people would like to hear that stuff. There are legions of fans who grew up when I did that would die to hear "Junior's Farm," "Helen Wheels," "Beware My Love," "With a Little Luck" etc. So, you can imagine when he opened with "Venus & Mars/Rock Show/Jet" I went through the roof! It WAS 1976 but better. I had lived a whole life and almost died, had a beautiful daughter, wife, satisfying career as a teacher (all, of course, which I still have and enjoy) but this was like living a dream. "Rock Show", as we know, was abbreviated, but that was OK. He even pulled out "Letting Go", "Let 'Em In", "1985", "Mrs. Vanderbilt", etc. FINALLY!!!!

I don't even know how many songs he sang but it was a fabulous show. I truly enjoyed it. I was blessed to be able to be there and it was well worth the trip from Boston. A friend of mine accompanied me to Citi Field last year, and it was the first time she'd ever been to a Paul show. I told her, "You can be in the worst mood ever, fighting with every single person you know, and just ready to scream. But the moment that Paul steps out onto that stage, the energy he creates is so powerful and positive that there is no way you can leave that show feeling nothing other than truly inspired and amazed." And, truly, that's why I keep going back. I want to be a part of that beautiful experience.

Hamptons: Paul McCartney, Lou Reed Like Really Good Egg Rolls

While most New Yorkers spend the last few days of summer wondering what we did to anger the weather gods, the A list plays on.

It does turn out that Hamptons celebrities like pricey Chinese food­that's the kind where you don't have to say, Hold the MSG. (To rock stars, MSG means Madison Square Garden anyway).

As with its city counterpart, Phillippe Chow in East Hampton is a hit. Paul McCartney was there the other night, and so was NFL star Marcus Allen. (No one asked him about Nicole Simpson, I'm sure.) Lou Reed was also there, and brought a little dog to dine al fresco.

Induct WINGS into the Rock and Roll Hall of Fame

Should WINGS be nominated into the Rock and Roll Hall of Fame? There's a debate amongst Beatles/Paul McCartney fans whether Wings is covered by Paul's induction into the Rock and Roll Hall of Fame as a "solo artist." Does Wings qualify as a band and are they worthy with a string of number one hits during the '70s? Should its band members be recognized for their contributions?

A group of Beatles fans met this afternoon at the Hard Days Night hotel in Liverpool to brainstorm ideas to help stop the demolition of Ringo Starr’s childhood home.

The drummer, born Richard Starkey on July 7, 1940, lived at the number nine Victorian terrace at Madryn Street in Toxteth, an inner city area of Liverpool, England, for the first three months of his life.

BBC News reports that the Liverpool City Council has been talking about demolishing the terrace, along with hundreds in the “Welsh Streets” area, for the past five years.

Official demolition notices have been re-posted at Madryn Street with a demolition date of March 2011

Paul McCartney, by some accounts the most successful songwriter of all time, has told CNN that his fans say his music appears to have a healing quality about it.

The 68-year-old music icon has been speaking out about what music really means to him and his fans all over the world.

The former Beatle says people have shared stories with him of situations when his songs and music have helped them through difficult times.

"I'm very blessed," McCartney told CNN. "People come up to me and say, 'I was going through chemo or I was going through this or that and your music got me through.' That's kind of wow!" he said. "
