and i was wondering, is it possible that the American Government warned the Stones and/or their recordlabel not to release Sweet Neo-con as a single and warned the stones and/or NFL not to peform this song Live during Half-time show ???

No chance.
Common sense would have dictated that its hard enough for a band like the Stones to get airplay for a single these days (as proved to be the case with Rough Justice) without hampering things further by releasing a politically charged single replete with swear words.
They never performed the song live anyway (nor did they perform the also political, but more tongue in cheek Dangerous Beauty) which indicates they didnt have much courage in their convictions. Although in the case of SNC, that was a merciful act as its such a crap song anyway.
The NFL did tell them they couldnt broadcast any swearwords during the Super Bowl (the word 'cum' was even censored during 'Start Me Up' and 'cocks' during 'Rough Justice')) but it would have been quite obvious that that show would primarily be used to play warhorses, as well as plug one song from the album they were touring behind.
