" In early April , 1975 General Fred Weyand , now Army Chief of Staff as successor to the late Creighton Abrams , was dispatched to Vietnam by Gerald Ford with instructions to size up the situation . Upon his return Weyand met with the National Security Council , telling its members on 9 April that the South Vietnamese still cherish the hope , however vain , " that the U.S. will help them ." Weyand found the situation critical , with the ARVN reduced to rationing rifle bullets and grenades . He said that he had --- incredibly --- advised the leadership to " find enemy divisions and destroy them wherever they are ," bizarrely impossible advice to follow for an army already reeling backward under an avalanche of enemy divisions and terrified refugees .
