Yes, it's a pic from the time "Performance" was filmimg, The pic of Keith sniffing was with Gram Parsons, out in a desert, & we know what those guys were doing, Drugs! it must have been taken by somebody (Michael Cooper?) close to the Stones inner circle.

I know that Ronnie is a fantastic musician & painter, but coming from the 60's when I found it was to hard to accept Brian to replace, by Mick Taylor, I learned to accept that, & now to replace him??? but the funny thing about it, is Ronnie been in The Stones longer then both Brian & Taylor put together, it took me a hell of a long time to accept him as a Rolling Stone, I always expect a blond haired guitarist to be in the band, I mean, in the 60's, that's what stood out for The Stones (except for the Dave clark 5) a blond haired member of the band! I guess coming from the 60's, it's what first turned you on in the first place, the public Image.
