I would imagine that Bill had by this time mentioned that he had intended to quit. he had been talking about it as far back as the early 80's and during the Steel Wheels tour he had had to go through a marriage break-up and his wife's ill-health, his father's death when the band were in Tokyo and a fear of flying which had developed to the stage where he commuted to most of the European shows that summer by car.

the latter problem would obviously have made future touring unrealistic, and Bill has indeed hardly performed outside northern Europe since. The Stones were pretty much in a state of limbo through 1991-92, with Bill having declined to sign the new Virgin contract and the rest of the band trying to get him to reconsider. As early as spring 1991, Charlie - when asked about Bill's situation - replied "I think whats happening is that he's quit but we won't let him".

Don't think the rest of the band would have been too keen on waiting him to arrive in Buenos Aires and Johannesburg by boat, though!

Following 1993's Wandering Spirit by Jagger, and The Rolling Stones' Bridges to Babylon in 1997 and the extended Bridges to Babylon Tour, he began to work on demo material in 2000, finally reaching the studio in the spring of 2001.
