" The fantastic college-admissions scandal calls to mind one of the most famous sayings in American life: “We have met the enemy and he is us.” Its wise author, the great cartoonist Walt Kelly (he created Pogo) would have gotten a kick out of explanations for the alleged fraud, which have become an exercise in turning away from the mirror and blaming someone or something else.

Most prominently, there is the explanation on the political left, that the scandal signifies, yet again, the country’s disparities of wealth, privilege and class, which are “unfair.” From this premise flows the argument that too many of these sorts of people, or their children, have access to elite colleges, and some aggressive leveling is in order. A Democratic member of the House Education Committee, Rep. Suzanne Bonamici, says, “This shows we have to focus even more on equity.”

Could it be, though, that the equity quest has become dysfunctional? A counter-explanation for the scandal would be: Liberalism’s 50-year-old effort to “level the playing field” eventually created these parents.

Getting into a good college has never been purely a matter of merit. But there was a time when it was close to being merit-based. Until about the 1960s, once you got past some number of legacy admissions and athletes, the bulk of the class got in on merit—grades, test scores and high-school recommendation letters.

That changed late in the ’60s with affirmative action. In retrospect, the early days of affirmative action look like the age of innocence.

Whether affirmative action could have survived as a voluntary, good-faith effort by college admissions offices to alter the traditional merit-based system to make amends for racial discrimination is an open question. But over time, as the saying goes, it got complicated.

Whatever its original intent, affirmative action evolved into an informal quota system. The elite schools competed for the same, small pool of black high-school students.

About this time, a wave of immigrants from Asia came to the U.S., and within a generation their children entered the admissions pool, applying primarily on test scores and grades.

This made race-conscious admissions complicated enough, but then the ideological left threw more weights onto the scales under the banner of “diversity.”

The goal of student-body diversity subdivided the admissions process into increasingly complex categories covering race, ethnicity, gender and sexual self-identity.

And they didn’t stop there. At some point, the admissions process became overtly moralistic, with schools demanding that students show evidence of vaguely pro-social commitments. Saying one had worked after school at McDonald’s every day for four years or mowed lawns in the summer wasn’t what they wanted to hear.

In short, college admissions turned into a liberal-progressive black box, which no one but its creators understood. This is the heart of the Asian-American students’ complaint in their lawsuit challenging Harvard’s admissions criteria.

The colleges and the social-equity lobby argue this is all about doing good. In reality, it has produced dog-eat-dog. The rich, now-indicted parents—often smart, savvy liberals—saw that one obvious solution was simply to game an already gamed system. They did it in league with coaches who lived inside what that system had become.

College admissions, with myriad constituencies, is no longer based on any commonly recognizable norms or standards. What weight does the system assign to merit as historically understood? A lot? Not much? Who knows?

As the lawsuit against Harvard makes clear, the universities aren’t about to climb down voluntarily from what they have become. They’re determined to be purveyors of a never-defined model of social justice, no matter how much inevitable cynicism it breeds among parents, professors and increasingly students.

The word for what these parents did is “corrupt,” and it is indeed that. But there is another relevant meaning for that word, as in the idea of corrupted software, which involves the unintentional introduction of coding errors that in turn cause more mistakes or even inhibit the ability to function.


To broaden the original point: Years back, college admissions stepped away from the historic standard of measurable merit. Their intentions were good. Concurrently across the same four or five decades other established norms of behavior also were demoted in the service of presumably worthier goals, whether personal fulfillment, enjoyment or just profit. Do we really, for example, know what the marijuana legalization mania is getting us into? No, but we’re going to do it anyway.

The college-admissions scandal is a cautionary tale about the risks of allowing a system or society to believe that traditional standards such as earned merit can be set aside without incurring costs. The costs are evident: confusion that degrades into cynicism and worse. One of the wiretapped parents spoke for an entire era: “To be honest, I’m not worried about the moral issue here.”

Wealth and privilege may be the least of our problems. "

" We all know that “getting into the right college” is as traumatic for parents as it is for their children — or more so. But who thought the admissions craze had become so powerful that it had morphed into outright fraud and corruption? Not me.

The recent allegations are surprising, disgraceful and sometimes amusing. According to the FBI, parents or admissions “consultants” falsified SAT scores, made “charitable” contributions that were bribes and had athletic coaches classify ordinary students as stars worthy of recruiting.

But you might say: They did it all for a worthy cause — their children’s welfare. Gulp, the real lesson is that you get ahead by cheating, exploiting privilege and covering it up. That’s just the opposite of what we should be teaching.

Fortunately, there’s a morally acceptable and practical exit from this ethical swamp: Auction off some of those scarce spots. To the highest bidder go the admissions places.

Most people are bound to react: Are you nuts? We don’t want a system that rewards wealth.

True, but that’s what we have now, and human nature being what it is, we won’t eliminate the effects of parental wealth and influence. The best we can do is to force the wealthy to pay more for their good fortune.

In this light, an auction doesn’t look so bad. Everyone, or almost everyone, wins. Colleges say they need more revenues; this supplies it. Parents want their kids to go to the “best” school; some get their wish. Most important, the process is an open one, with publicized rules that are in stark contrast to today’s system, which encourages deceit, unfairness and illegality.

Here’s how such a system might work.

First, it would apply only to schools with dramatic gaps between applicants and open spots. Harvard and Stanford reject 95 percent of their applicants, Columbia 94 percent and MIT 93 percent. These huge rates imply that many of the rejected are equally qualified with those who were accepted. But for many colleges, the problem is not too many applicants; it’s too few. My proposal doesn’t apply to them.

Second, the auction of admissions slots would cover only a small part of the student body — say, 10 percent to 15 percent. Colleges want to raise revenues, but it’s not their only interest. Limiting the auction spots suggests there would be little or no erosion in the quality of students. Just because some students have wealthy parents doesn’t mean they’re stupid.

Third, to ensure student quality, applicants would be pre-screened. Only those who meet the school’s high academic standards would be included in the auction pool. Suppose that College A has an incoming class of 1,000 and wants 100 of those spots filled by auction. Assume also that 400 students apply for the auction spots, but the admissions office determines that only 300 are suitable for the school. The bottom 100 would not be eligible for auction, no matter how high their prospective bid. Altogether, 300 students would not get into College A.

Fourth, there would be no bargaining. The award of admissions spots would be strictly determined by the price offered. This would eliminate one potential source of corruption. “Legacy” admissions preferences for the children of alumni would also be eliminated. All winning bids would be required to pay.

Assume that an applicant applies to Yale, Stanford, Harvard and MIT — and gets into all four. She picks MIT. But Mom and Dad would still have to foot the bill for Yale, Stanford and Harvard. The reason for this requirement is that, without it, the system would be flooded with strategically placed bids that would corrode public confidence. However, students would be free to apply for regular admissions to other schools.

Finally, if the auction revenues went to scholarships for the poor and the middle class, the result could be more, not less, equality. Every effort should be made to keep the recipients of these auction awards confidential, though this would be difficult.

There would also be other problems: Some alumni would surely continue to operate outside the process. My system is hardly ideal. To improve matters, colleges and universities would be required to publish the number of auction applicants, the median and average bids and the distribution of bids.

We have the opportunity to replace a corrupt and confusing system with something a little less corrupt and confusing. But of course we won’t take it. The optics are all wrong. It seems to favor the rich when, in reality, it does just the opposite. "

" A closely watched section of the Treasury yield curve on Friday turned negative for the first time since the crisis more than a decade ago, underscoring concern about a possible economic slump and the prospect that the Federal Reserve will have to cut interest rates.

The gap between the 3-month and 10-year yields vanished on Friday as a surge of buying pushed long-end rates sharply lower. Inversion is widely considered a reliable harbinger of recession in the U.S. The 10-year slipped to as low as 2.439 percent.


U.S. central bank policy makers on Wednesday lowered both their growth projections and their interest rate outlook, with the majority of officials now envisaging no hikes this year. That’s down from a median call of two at their December meeting. Traders took that dovish shift as their cue to dig into positions for a Fed easing cycle, pricing in a cut by the end of 2020 and a one-in-two chance of a reduction as soon as this year.

“It looks like the global slowdown worries have been confirmed and the market is beginning to price in Fed easing, potential recession down the road,” said Kathy Jones, chief fixed-income strategist at Charles Schwab & Co. “It’s clearly a sign that the market is worried about growth and moving into Treasuries from riskier asset classes.”

A wave of buying drove the 10-year yield to fresh lows for the year. That yield has fallen as much as 17 basis points from the close on Tuesday, the day before the Fed decision. Weaker-than-expected European factory data that helped drive benchmark German yields back below zero on Friday also supported the move.

The 3-month to 10-year curve is widely favored as an indicator that the economy is within a couple of years of recession. But Friday’s move is an extension of the inversion at the front end of the curve that happened in December. The gap between the 2-year and 10-year yields has also narrowed, to around 10 basis points. "
