That's because when a fire breaks out on a ship at sea -- a real threat given the combustible mixture of fuel, ammunition, electrical circuits and stored supplies -- the entire crew is trained to step up and douse it. It's not like you can just walk across the street and let the blaze burn itself out. I have fought fires several times, and here is the most important lesson: Never underestimate the power of a fire to "re-flash." If you put out the initial flames but leave smoldering material, there is a high possibility of it leaping back to life. Navy protocol is to set a watch of sailors prepared to go back into action if a re-flash occurs.

This is also the right way to look at the Islamic State at the moment. Over the past several years and under two presidential administrations, U.S. and allied forces have taken away at least 95 percent of ISIS's terrain. But without a re-flash watch, there is a real chance of the group reviving itself. Someone who knows this well is the head of the U.S. Central Command, Gen. Joe Votel, a career special forces operator who has led the fight since 2016. "If the major actors and their proxies become embroiled in a competition for influence in Syria," he told Congress recently, "this may create space for ISIS remnants or other terrorist groups to reform or reconstitute." He echoed the view of former Defense Secretary James Mattis, who resigned after President Donald Trump's foolish declaration of a full withdrawal of U.S. troops from Syria.

It's not just physical territory that's a concern. ISIS remains very capable in the digital realm. It has used social media with savvy to bring in recruits, raise money and set up a command-and-control network. It continues to launch terrorist attacks globally, including the deadly bombing last month of a cathedral in the southern Philippines.

Bear in mind that today's Islamic State grew out of the collapse of the Sunni insurgency in Iraq and the ill-advised pullout of all U.S. troops in 2011 without leaving in place a contingent to ensure a stable transition. You can drop a plumb line from that precipitate departure and today's virulent and still dangerous ISIS in Syria. Why repeat that mistake?

What would an effective re-flash watch look like? First, contra Trump, it would mean keeping 7,000 to 10,000 U.S. troops across Iraq and Syria for special operations, intelligence-gathering and supporting regional allies - especially Israel, Jordan and Saudi Arabia. The U.S. needs to reinvigorate the global coalition against the Islamic State, which is losing momentum with the resignation of the U.S. special envoy, Brett McGurk, who departed in Mattis' wake. The Pentagon should put new emphasis on interagency cooperation with the intelligence agencies, the State Department and the Drug Enforcement Agency -- all of which bring different tools to the fight. And while the U.S. Cyber Command is doing its utmost to protect networks, it needs to go on the offensive.

The U.S. military must also think more coherently about private-public cooperation. This includes working with partners such as the International Red Cross and the Red Crescent and educational nongovernmental groups -- as it did in providing humanitarian assistance and "medical diplomacy" in Latin America and the Caribbean when I headed the U.S. Southern Command. And, above all, it means getting cooperation from the tech firms and large social networks that Islamic State has used so cleverly. Even Google, which has at times leaned away from cooperating with the Defense Department, has been very effective in countering violent extremism with projects generated through its Jigsaw tech incubator (formerly known as Google Ideas). One redirects potential extremists to more benign websites, for example. But big tech companies as a group could do far more.

Finally, the U.S. and its coalition allies would be wise not to be excessively triumphalist or to claim "victory" over ISIS. All should take pride in the progress made against this relentless and implacable foe -- but the job is far from over.  "

If Trump follows through, lawmakers and the White House would dodge their second partial shutdown since December, sparing about 800,000 federal workers from more financial pain. But the emergency declaration would quickly spark lawsuits challenging the president's authority, creating yet another fight over his key campaign promise.

The emergency declaration would allow Trump to redirect funds from other parts of the government to the project without congressional approval. The move could in part assuage conservative critics who argued the president should not accept the latest congressional plan, which denied him the funding he demanded for the border barrier. He had threatened the action for weeks, splitting the GOP caucus as some Republicans argued it would set a dangerous precedent.

McConnell said he "indicated to [Trump] that I am going to support the national emergency declaration." Democratic leaders have warned Trump against the action.

"I think declaring a national emergency where this is no national emergency is not good for the president to do and is not good as a precedent," House Majority Leader Steny Hoyer, D-Md., told MSNBC shortly after McConnell spoke.

The White House did not immediately respond to a request to comment on whether Trump would do what McConnell said. A spokesman for House Speaker Nancy Pelosi said the California Democrat would hold a press conference Thursday afternoon.

Both Republicans and Democrats showed concerns about the spending plan, but congressional leaders from both parties backed it. The GOP appeared to wait for Trump's support Thursday before voting, as the president waffled on whether to support the agreement.

The measure would put about $1.4 billion toward physical border barriers. But it would specifically not allow construction of new wall prototypes proposed by Trump. The president has claimed the wall will still get built, even as Congress dealt him his latest defeat on one of his signature campaign issues.

Senate Republicans looked eager to avoid the second partial government shutdown since December. Without a new spending plan, funding for nine U.S. departments will lapse at 12:01 a.m. ET Saturday.

Despite Congress' latest blow to his border wall plans, Trump has insisteed he will build the structure regardless. He argues he has the authority to allocate funds from other parts of the government to construct it.

He also said he will still consider declaring a national emergency to circumvent Congress.

"The bottom line is on the wall we're building the wall and we're using other methods other than this and in addition to this," Trump said during a Cabinet meeting Tuesday.

Funding for about a quarter of the government lapsed for 35 days during December and January. About 800,000 federal employees, furloughed or working without pay, missed two paychecks during the closure. Another shutdown threatens more financial hardship for those workers.

Trump's demand for $5.7 billion to construct the wall, and Democrats' refusal to yield to him, led to the earlier shutdown. In December, Trump said he would "take the mantle" for the shutdown. Most Americans eventually did blame him for it, according to polls. "

As long as there is no shutdown and folks getting hurt again. I'm so sick of this bullshit wall crap let him declare. His impeachment trial will be the 2020 election and we'll see how that comes out.

" Here is the problem for Trump critics. They began with the wrong premise.

They believed that Hillary Clinton should have won the 2016 presidential election. Then they deluded themselves by embracing the notion that Trump was illegitimate, unstable, stupid and an offense to everything they consider normal.

This led the Obama holdovers in the Justice Department and the major media to construct a Russian collusion scenario, based on evidence they had to know is false. These included Andrew McCabe, the former deputy director of the FBI, who was fired for lying to government investigators. In his new book and in a recent "60 Minutes" interview, McCabe admits he was part of a coup attempt to remove Trump from office, using the 25th Amendment as the means. McCabe said Deputy Attorney General Rod Rosenstein was not joking, as Rosenstein claims he was, about wearing a wire, hoping the president would say outrageous things Rosenstein could take to the vice president and the Cabinet to convince them that Trump was unfit to hold public office.

There's your real collusion and also a conspiracy to oust a duly elected president.

On his radio program, Rush Limbaugh said he thinks the entire Russian collusion investigation is a waste of taxpayer money and has come to nothing. About McCabe, he said: "He is bragging about his efforts to undermine and overthrow Trump. He's admitting, essentially, that he and his buddies put in motion a silent coup to get rid of Donald Trump. He admits that the talk of wiring Rosenstein to entrap Trump in an Oval Office conversation was real."

At the same time various leaks and reports even from NBC News, which has been among the numerous media outlets promoting collusion between the Trump campaign and Russia, are beginning to back off. On the NBC News website there is this headline: "You may be disappointed by the Mueller Report." That seems to suggest the special counsel has found nothing to prove collusion and the "disappointed" will be those who believed he would. The anti-Trumpers need not worry, though. Having failed to prove collusion, the Democrat majority in the House of Representatives and attorneys in the Southern District of New York will keep investigating the Trump organization in an attempt to find anything that might sour his re-election prospects, or lead to his impeachment, as unlikely as that seems.

What is needed is a special counsel to investigate numerous allegations of wrongdoing not only by McCabe, but the rest of the cast of characters from Hillary Clinton and her "missing" emails and foreign donations to the Clinton Foundation, to those Obama holdovers who conspired to overturn election results.

The next step for Trump haters will be an effort to thwart his national emergency declaration in order to finish building his promised border wall.

"According to the Federal Register, 58 national emergencies have been declared since the National Emergency Act of 1976 was signed into law by President Gerald Ford," writes ABC News, though many of those froze funds rather than appropriated new ones. Thirty-one are still in effect.

President Obama declared 10 national emergencies, including actions blocking property of certain persons contributing to the conflict in Somalia, in respect to threats posed by Somali pirates; blocking property of certain persons contributing to the situation in Burundi after a failed coup and blocking property and suspending entry of certain persons contributing to the situation in Venezuela in response to human rights violations.

Axios, a conservative news and information website, quotes an outline it received from the White House that says the president plans to "unlock access to up to $8.08 billion for physical barriers, including the funding dedicated in the (Department of Homeland Security) appropriations bill." The funding will "come from Treasury Forfeiture Funds" and other sources, which might include billions seized from drug cartel leader "El Chapo" and the Defense Department's military construction projects.

It's an interesting premise. The courts will likely decide whether it is constitutional.

" Many Democrats who were expected to run for president in 2020 have already announced their campaigns. One key figure, however, has not. Speaking in Germany on Saturday, former Vice President Joe Biden addressed 2020 presidential run rumors.

"I haven't reached a decision," Biden said at a Munich Security Council meeting, per a video tweeted by The Hill. "I'm in the process of doing that, and I will in the near-term let everyone what that decision is."

Biden has long been upfront about the fact that he is considering a run in the next presidential election. But in Munich, he said that he believed there were more important things to be focusing on in the short-term, such as combatting certain Trump administration policies. The next presidential election, after all, is more than a year and a half away.

"I think there is a sufficient amount of time to do that, and I think that we have a tendency — particularly in the States — to start the whole election process much too early," Biden said. "I think we should be focusing now on what needs to be done to alter some of the policies being that are being promoted by the president."

After the 2016 presidential election, Biden appeared entirely unsure about whether or not he would run in 2020. At times, he appeared to suggest that he would likely make a bid for the Democratic nomination; at other times, he flatly denied that he had any intention to do so, at all. But the narrative that has emerged in the last several months or so has been a bit more nuanced. Repeatedly, Biden has said that, at the end of the day, he isn't entirely sure. But he has said he is definitely thinking about it.

Indeed, the public has been waiting for an announcement, affirmative or otherwise, for quite some time. Since at least spring of 2018, Biden has said he would release a decision in the near future. At one point, he said that he would make up his mind before the turn of the new year. However, the near-future, as well as the start of the new year, has come and gone, and the former VP has not shared whether he will make a run.

"It takes time to come back," Biden said in an interview with Rev. Al Sharpton on MSNBC's PoliticsNow last April. "Look, no man has a right to go say, 'Help me become president,' unless I can look at you and say, 'You’ve got my whole heart, my whole soul, all of my passion, all my attention.' And I know I got to make that decision by, you know, by the end of this year."

The field of Democratic presidential hopefuls is already quite busy. It includes: Sens. Amy Klobuchar, Elizabeth Warren, Kirsten Gillibrand, Cory Booker, Kamala Harris, Rep. Tulsi Gabbard, as well as former Secretary of Housing and Urban Development Julián Castro and South Bend Mayor Pete Buttigieg. If Biden were to step in the ring, he would be among many other high-profile Democrats.  "
