Short attention spans and a deluge of rapid-fire articles on social media form a recipe for fake news epidemics

"Pope Francis shocks world, endorses Donald Trump for president." “Clinton's assistant J. W. McGill is found dead.” “‘Tens of thousands’ of fraudulent Clinton votes found in Ohio warehouse.” These shocking news headlines of the past year all had one thing in common: They weren’t true. Not in the slightest. Each was manufactured, either out of malice or an attempt to cash in on advertising revenue, in an effort to deceive as many unwitting Internet readers as possible. They were, in other words, “fake news.”

The Remedy for the Spread of Fake News? History Teachers
Fake news, of course, is nothing new. In the past it took the form of pamphlets created to smear political enemies or sensationalist stories designed to “go viral” the old-fashioned way through newspaper sales. But the recent surge of false information enabled by our new social media landscapes has propelled it forward as a serious problem worthy of national and even international debate.

The problem, people say, is the medium. Which makes sense: Social media platforms like Facebook face criticism for enabling the spread of this kind of misleading or incorrect information, because they allow any user or even automated bots to post legitimate-looking articles, which then proceed to spread like wildfire through "liking" and "sharing." Now Facebook has rolled out new tools to crack down on fake viral articles, while Twitter is testing a new feature to let users flag misleading, false or harmful information.

But a new study published this week in the journal Nature Human Behaviour shows that the limitations of the human brain are also to blame. When people are overloaded with new information, they tend to rely on less-than-ideal coping mechanisms to distinguish good from bad, and end up privileging popularity over quality, the study suggests. It’s this lethal combination of data saturation and short, stretched attention spans that can enable fake news to spread so effectively.

"Through networks such as Twitter and Facebook, users are exposed daily to a large number of transmissible pieces of information that compete to attain success," says Diego Fregolente Mendes de Oliveira, a physicist at Northwestern University who studies how networks of people work and lead author of the study.

Because of the significant impacts that social media can have on politics and life, Oliveira says, discriminating between good and bad information has become "more important in today's online information networks than ever before." Yet even though the stakes are higher, the dynamics of like-minded groups such as those found on social media can undermine the collective judgment of those groups—making judgment calls about fake news even harder to make. As the study puts it, when given too much information, humans become “vulnerable to manipulation.”

In 2016, Oliveira set out to study how information spreads on social networks, and particularly how "low-quality information" or fake news can end up rippling out like a contagion. He designed a theoretical model to predict how fake news spreads on social networks.

The model did not incorporate actual human users or actual fake articles. But it did draw on data collected by independent observers about debunked (but nonetheless popular) Facebook and Twitter articles to calculate an average ratio of real news to fake news in posts flagged for review by users. Oliveira used this ratio to run an algorithm he designed on the sharing of news in a network.

This model was similar in design to a previous study in which Oliveira showed how people who segregate themselves into separate networks—the social bubbles of like-minded people one tends to create on Facebook, for example—can contribute to hoaxes and fake information spreading. As the thinking goes, these people are less likely to be exposed to information contrary to the posts their like-minded friends are sharing that could oust fake news and reveal the truth.

At relatively low flows of information, his algorithm predicted that a theoretical social media user was able to discriminate between genuine and fake news well, sharing mostly genuine news. However, as Oliveira and his coauthors tweaked the algorithm to reflect greater and greater flows of information—the equivalent of scrolling through an endless Twitter or Facebook feed—the theoretical user proved less and less capable of sorting quality information from bad information.

Oliveira found that, in general, popularity had a stronger effect on whether a person shared something than quality. At higher levels of information flow that effect became more pronounced, meaning people would theoretically spend less or no time assessing the information’s quality before deciding to share it. Soon, as they paid less and less attention to each piece of information, the people were sharing fake news at higher and higher rates.

At the highest rates modeled, the quality of a piece of information had zero effect on the popularity of that information. "We show that both information overload and limited attention contribute to a degradation in the system's discriminative power," Oliveira said via email.

While the model has clear limitations, it does provide one interpretation of how fake news spreads. "Traditionally it is believed that truth has some inherent power to overcome false," says Haluk Bingol, a computer engineer at Boğaziçi University in Turkey who has long studied online networks. "Similarly, the good eventually beats the bad. Social norms are based on these assumptions. Interestingly this has never been tested empirically."

Bingol, who was not involved in this study, says the study highlights how the quality the quality of information does not always win out when it comes to distribution. Oliveira’s research aligns with Bingol’s previous findings on the relationship choice and amount of information. In one paper, he found that the recommendation of a merchant advertising a certain item to a potential customer mattered even more strongly when the customer was presented with more options to choose from.

"That is, if you artificially increase the number of choices, you can obtain better results with the same 'marketing push,'" Bingol says. In other words, a person being overloaded with information is much more easy to manipulate—for advertisers, and for purveyors of fake news. "Clearly this is not difficult to do today," he adds.

Walter Quattrociocchi, a computer scientist at the IMT School for Advanced Studies Lucca in Italy, is more skeptical of Oliveira's model. "Oversimplifying the complex social dynamics behind the emergence of narratives could be misleading," says Quattrociocchi, who was not involved in this research. For instance, the model used worked on the simplified assumption that social media users introduce new information at the same rate, and that users all start with the same attention spans.

While he found the study interesting, Quattrociocchi notes that other research has shown how confirmation bias and other factors beyond the scope of Oliveira's model can significantly affect the spread of information online.

For future research, Oliveira hopes to enhance his model with some of these other facts, including how a person's relationship to the sharer of information affects how they process it, and how likely people would be to change their minds upon receiving information online that conflicts with their current beliefs.

At the end of the day, Oliveira believes that stopping fake news starts with readers. He suggests that people read carefully what they share online, avoid unfriending or unfollowing people to create an online echo chamber, and avoid assuming anything is trustworthy even if they trust the person sharing it. "Keep in mind that our friends are probably not good editors and are driven by emotions and biases more than objectivity and trustworthiness," he points out.

" President Trump’s critics claim to have uncovered proof, finally, of 2016 collusion between the campaign and the Kremlin. Another reading of the meeting between Donald Trump Jr. and a well-connected Russian lawyer is, well, political farce.

In June 2016, Mr. Trump Jr. arranged an appointment in Trump Tower with the lawyer, Natalia Veselnitskaya. He said in a statement that he hoped to acquire opposition research about Hillary Clinton, and he even pulled in Trump son-in-law Jared Kushner and then campaign manager Paul Manafort. By Mr. Trump Jr.’s account, Ms. Veselnitskaya relayed nothing to compromise Mrs. Clinton and then lobbied him about the Magnitsky Act, a 2012 U.S. law that sanctions Russian human-rights abusers.

According to the emails that Mr. Trump Jr. released Tuesday, Mr. Trump Jr. agreed to meet with Ms. Veselnitskaya after he was approached by Rob Goldstone, a publicist who offered to pass along “some official documents and information that would incriminate Hillary and her dealings with Russia and would be very useful to your father.” He wrote that this information “is part of Russia and its government’s support for Mr. Trump.”

The appropriate response from a political competent would have been to alert the FBI if a cut-out promised material supplied by a foreign government. Mr. Trump Jr. instead replied that “if it’s what you say I love it.”

Then again, the Trumps knew Mr. Goldstone through the Russian pop star Emin, aka Emin Agalarov, whose father partnered with Donald Trump Sr. in bringing the Miss Universe beauty pageant to Moscow in 2013. Mr. Trump Sr. appeared in a music video with Emin the same year. Mr. Goldstone said that “Emin just called and asked me to contact you with something very interesting”—info his father got from the “Crown prosecutor of Russia.” Russia’s “Crown prosecutor” doesn’t exist.

Mr. Trump Jr. responded that “perhaps I just speak to Emin first.” Mr. Goldstone brokered the call, reporting that “Ok he’s on stage in Moscow but should be off within 20 Minutes so I am sure can call.” Subsequent messages show Emin asked Mr. Trump Jr. to meet with Ms. Veselnitskaya, who was well-known as an anti-Magnitsky operative at the time. Mr. Goldstone publicly checked into Trump Tower on Facebook during the meeting, which isn’t how a KGB man would normally conceal the handoff of state secrets.

In the daisy chain from Russian oligarch to singer to PR go-between to lawyer to Trump scion, which is more plausible? That Don Jr. was canny enough to coordinate a global plot to rig the election but not canny enough to notice that this plot was detailed in his personal emails? Or that some Russians took advantage of a political naif named Trump in an unsuccessful bid to undermine the Magnitsky law they hated?

The problem is that President Trump has too often made the implausible plausible by undermining his own credibility on Russia. He’s stocked his cabinet with Russia hawks but dallied with characters like the legendary Beltway bandit Mr. Manafort or the conspiratorialist Roger Stone. His Syrian bombing and energy policy are tough on Russia, but Mr. Trump thinks that if he says Russia interfered in 2016 he will play into the Democratic narrative that his victory is illegitimate.

Thus in retrospect the John Podesta and Democratic National Committee hacks—still so far the tangible extent of Russian meddling—did less damage to U.S. democracy than it has done to the Trump Presidency. The person who should be maddest about the Russian hacks is Mr. Trump. "

Angela Stent, a professor at Georgetown University, provided the reductio ad politics analysis: “He wants to show at least his domestic base that he’s true to all of the principles that he enunciated during the election campaign.”

The Trump “base.” It’s still out there, isn’t it?

It was conventional during the presidential campaign to think of the Trump candidacy as a beat-up bus caravan of marginalized American citizens, who someone called the deplorables. In the event, about half the total U.S. electorate somehow voted for the man who in Warsaw gave a speech that his opponent, Hillary Clinton—or any current Democrat—would never give.

To simplify: One side of this debate will never be caught in anything it considers polite company using that phrase of oppression—“the West.” Ugh.

For an enjoyably trenchant takedown of the left’s revulsion at the Trump speech, I recommend Robert Merry’s essay in the American Conservative, “Trump’s Warsaw Speech Threw Down the Gauntlet on Western Civilization.” As Mr. Merry says, this is a big, worthy debate, and one I think the Trump “base” instinctively understood in 2016.

In fact, that Warsaw speech on Western Civ was really about the current edition of the Democratic Party and its two-term leader, Barack Obama. Mr. Trump momentarily suppressed the urge to call out his opposition, so allow me.

The Trump “base” knew the 2016 presidential election—the contest between Mr. Obama’s successor and whoever would run against her—wasn’t just another election. It was a crucial event, deciding whether America would go on in the Western tradition as it had developed in the U.S. or continue its steady drift away from those ideas.

Progressives have an interest in ridiculing the Trump speech as a stalking horse for the heretofore obscure and microscopic alt-right because it deflects from their own political values—on view and in power the past eight years.

If there is one controlling Western idea developed across centuries in Europe, including by resort to war, it is that the individual person deserves formalized protection from the weight of arbitrary political authority, whether kings, clergy or dictators.

Bernard Bailyn, the great historian of the pre-revolution politics of the U.S. colonies, showed through a deep reading of colonial pamphleteering that the early Americans were ardently resentful of distant, central authority.

The Founders were obsessed with this idea—and for that see Jefferson’s “He has” bill of particulars against King George in the Declaration of Independence. They designed a government explicitly to protect smaller units—individuals, local governments—from being overwhelmed by too-powerful political authority.

The American left has never been altogether comfortable with the U.S.’s decentralized, “difficult” political system. Once it identifies a universal political good, it is impatient to put it in place. One of the first American ideas resisted by the left was federalism: The states, they believe, can’t be trusted to do the right thing.

In the 1950s and ’60s, this had to do with remedies for racial discrimination. With Mr. Obama, the federalist disdain accelerated. His Environmental Protection Agency imposed regulations on behalf of universalist climate claims. The Eric Holder Justice Department filed lawsuits alleging racial disparities against police departments, towns and local school systems. The Obama Labor Department did the same to coerce private employers; its secretary, Tom Perez, now leads the Democratic National Committee.

No more settled part of the West’s tradition exists than due process and presumption of innocence, which are embedded in the Universal Declaration of Human Rights. Believing this Western tradition impeded sexual abuse allegations at colleges, the Obama Education Department issued “guidance” that reversed due process and legitimized the presumption of guilt.

Eventually, the “base” somehow intuited that a permanent reformulation of their political traditions was happening here.

The progressive alternative to the Western experience extends to culture, especially religion. When Donald Trump, of all people, says the Poles in Victory Square chanted “We want God” in 1979, it was like nails on a blackboard to postmodern progressives.

One way to understand American politics today is to think of our divisions as resonant of the decade before the Revolutionary War, when rebellion’s trigger was King George and his Parliament in London.

In our time, the struggle is about an aggressive elevation of central authority over the smaller units of American life. The progressive Democrats are the new King George, ruling 50 postcolonial states from distant Washington. The “base” objects. "
