" Across 25 years and five administrations, we have kicked the North Korean can down the road. We are now out of road.

On July 4, North Korea tested an intercontinental ballistic missile apparently capable of hitting the United States. As yet, only Alaska. Soon, every American city.

Moreover, Pyongyang claims to have already fitted miniaturized nuclear warheads on intermediate range missiles. Soon, on ICBMs.

Secretary of State Rex Tillerson’s initial reaction to this game changer was not encouraging. “Global action is required to stop a global threat,” he declared.

This, in diplo-speak, is a cry for (multilateral) help. Alas, there will be none. Because, while this is indeed a global threat, there is no such thing as global interests. There are individual national interests, and they diverge. In this case, radically.

Take Russia and China. If there’s to be external pressure on North Korea, it would come from them. Will it? On Tuesday, they issued a joint statement proposing a deal: North Korea freezes nuclear and missile testing in return for America abandoning large-scale joint exercises with South Korea.

This is a total nonstarter. The exercises have been the backbone of the U.S.-South Korea alliance for half a century. Abandonment would signal the end of an enduring relationship that stabilizes the region and guarantees South Korean independence. In exchange for what?

A testing freeze? The offer doesn’t even pretend to dismantle North Korea’s nuclear program, which has to be our minimal objective. Moreover, we’ve negotiated multiple freezes over the years with Pyongyang. It has violated every one.

The fact that Russia and China would, amid a burning crisis, propose such a dead-on-arrival proposal demonstrates that their real interest is not denuclearization. Their real interest is cutting America down to size by breaking our South Korean alliance and weakening our influence in the Pacific Rim.

These are going to be our partners in solving the crisis?

And yet, relying on China’s good graces appeared to be Donald Trump’s first resort for solving North Korea. Until he declared two weeks ago (by tweet, of course) that China had failed. “At least I know China tried!” he added.

They did? Trump himself tweeted out on Wednesday that Chinese trade with North Korea increased by almost 40 percent in the first quarter, forcing him to acknowledge that the Chinese haven’t been helping.

Indeed not. The latest North Korean missile is menacing not just because of its 4,000-mile range, but because it is road mobile. And the transporter comes from China. In the calculus of nuclear deterrence, mobility guarantees inviolability. It’s a huge step forward for Pyongyang. Supplied by Beijing.

How many times must we be taught that Beijing does not share our view of denuclearizing North Korea? It prefers a divided peninsula, i.e., sustaining its client state as a guarantee against a unified Korea (possibly nuclear) allied with the West and sitting on its border.


Nukes assure regime survival. That’s why the Kims have so single-mindedly pursued them. The lessons are clear. Saddam Hussein, no nukes: hanged. Moammar Gadhafi, gave up his nuclear program: killed by his own people. The Kim dynasty, possessing an arsenal of 10-16 bombs: untouched, soon untouchable.

What are our choices? Trump has threatened that if China doesn’t help, we’ll have to go it alone. If so, the choice is binary: acquiescence or war.

War is almost unthinkable, given the proximity of the Demilitarized Zone to the 10 million people of Seoul. A mere conventional war would be devastating. And could rapidly go nuclear.

Acquiescence is not unthinkable. After all, we did it when China went nuclear under Mao Zedong.

The hope for a third alternative, getting China to do the dirty work, is mostly wishful thinking. There’s talk of sanctioning other Chinese banks. Will that really change China’s strategic thinking?

If we want to decisively alter the strategic balance, we could return U.S. tactical nukes (withdrawn in 1991) to South Korea. Or we could encourage Japan to build a nuclear deterrent of its own. Nothing would get more quick attention from the Chinese. They would face a radically new strategic dilemma: Is preserving North Korea worth a nuclear Japan?

We do have powerful alternatives. But each is dangerous and highly unpredictable. Which is why the most likely ultimate outcome, by far, is acquiescence. "

For some fans who went to see Roger Waters perform for his first time in New Orleans in nearly five decades Saturday (July 8), the opportunity to see the former Pink Floyd band-member came with a little political disappointment. As both WBRZ and The Advocate reported, Waters wasn't shy about sharing his distaste of President Donald Trump.

The Advocate reported that, during "Pigs (Three Different Ones)," Waters' onstage display showed various "profane images" of Trump, including one image of him "as a baby, being held aloft by Russian president Vladimir Putin." At the song's finale, the display featured the phrase, "Trump is a pig."

Despite Waters never having been particularly coy about his own political leanings, the anti-Trump slant of the show was apparently a little much of some audience members. WBRZ reported that some ticket-buyers left the show.

Some social media users vented their frustrations about the night.

On Facebook, user Billy Wright he was "very disappointed" in Waters' show.

"I DID NOT pay good money to this A------- disgusting and degrading views of our President n views on immigration n Black lives matter," Wright wrote. "I wanted to have an evening of good music n it quickly turned sour. I've never witnessed this at a concert n I will NEVER SUPPORT Waters or Pink Floyd again."


But as Twitter user Ian Auzenne wrote, the anti-Trump display wasn't surprising to many.

"The people complaining about the political imagery in @rogerwaters's New Orleans concert must have never listened to a Pink Floyd album," he wrote.

" If the first Duke of Wellington were alive today, he might advise that the battle for North Korea will be won or lost on Harvard Yard.

Add Stanford, Yale, Dartmouth, Chicago and other top-tier private American universities so popular with China’s “red nobility” i.e., the children and grandchildren of Communist Chinese elites. For if the Trump administration hopes to enlist an unwilling Beijing to check North Korea’s nuclear ambitions, visas for the children of China’s ruling class to attend these universities offer an excellent pressure point.

Beijing has been Pyongyang’s closest ally ever since the Cold War split the peninsula after World War II. According to the Council on Foreign Relations, China provides North Korea with “most of its food and energy.” Though China has warned Kim Jong Un about his nuclear testing (which Mr. Kim has ignored), plainly it fears a free and united Korean peninsula more than a nuclear-armed North.

Revoking visas for Chinese students, of course, would not alone resolve the North Korea problem even if it did force Beijing to act. But Beijing could make life for North Korea difficult if it chose to.

Thus far most talk about U.S. options regarding North Korea has focused on economic sanctions or military action against the Pyongyang regime. The dilemma is that every meaningful option comes with big risks, including the devastation of Seoul, retaliation against U.S. troops and more suffering for innocent North Koreans. The advantage of starting with student visas is twofold: The unintended harm done would be more limited than any military strike, and visas are likely a more effective lever than sanctions.

Today 328,547 Chinese students attend American universities, according to the Institute for International Education. The Chinese represent the largest group of foreign students in America.

How many of these students are children of Chinese leaders is unclear. American universities are disinclined to provide this information. In addition, the children of Chinese government officials sometimes attend U.S. universities under assumed names.

The Chinese taste for prestigious American universities goes right to the top. Although President Xi Jinping rails against the corruption of Western values, his daughter went to Harvard, which Mr. Xi managed to swing on an official annual salary of roughly $20,000. A few years back, the Washington Post noted that of the nine members of the standing committee of China’s Politburo, at least five had children or grandchildren studying in the U.S. There are many, many more.

Officially, of course, China is an egalitarian society. In reality, hereditary favors, which now include access to top U.S. universities, are a fixed perk of Communist Chinese culture.

Put it this way: If China’s ruling elite were forced to choose between supporting North Korea and their children’s access to American universities, is it all that hard to see where they would come down? This might be especially true if we continued to allow ordinary Chinese citizens with no family connections to the party or government to come study here.

Would China retaliate? Probably. Would our universities scream? Without doubt. Would there be unfairness? Absolutely.

But if the U.S. does not act quickly, a despot who executes people with antiaircraft guns will soon have the capability to strike Seattle or Chicago with a nuclear-tipped intercontinental ballistic missile. A White House unwilling to consider Chinese student visas as leverage to prevent this would signal Pyongyang and Beijing alike that America is not serious.

U.S. visas are the one thing we know people want. Before Ray Mabus served as Barack Obama’s secretary of the Navy, he was Bill Clinton’s ambassador to Saudi Arabia. There he championed the cause of two American women who had been kidnapped as children and taken to Saudi Arabia by their father, after he’d been divorced in the U.S. by his American wife.

To make the pressure real, Ambassador Mabus cut off all American visas for the father and his Saudi relatives. That got their attention. Unfortunately the deal for the girls’ freedom collapsed after Mr. Mabus left Riyadh and his successor lifted the hold on the visas.

China is even more vulnerable to such pressure. Perry Link, a China scholar at the University of California, notes that the family connections that lie just below the surface in Chinese Communist culture are more powerful than outsiders realize. He likens it to the Mafia.

Imposing sanctions on the offspring of China’s rulers “might raise howls in the U.S. but would be perfectly normal and rational—unexceptional—inside the culture of the people we would be sanctioning,” says Mr. Link. “They would ‘get it,’ and the pinch would be felt.

“Whether or not it would be enough to budge them from their 30-year-old position on North Korea is a different question. But I support making the try.”

How Fake News Breaks Your Brain



Short attention spans and a deluge of rapid-fire articles on social media form a recipe for fake news epidemics

"Pope Francis shocks world, endorses Donald Trump for president." “Clinton's assistant J. W. McGill is found dead.” “‘Tens of thousands’ of fraudulent Clinton votes found in Ohio warehouse.” These shocking news headlines of the past year all had one thing in common: They weren’t true. Not in the slightest. Each was manufactured, either out of malice or an attempt to cash in on advertising revenue, in an effort to deceive as many unwitting Internet readers as possible. They were, in other words, “fake news.”

The Remedy for the Spread of Fake News? History Teachers
Fake news, of course, is nothing new. In the past it took the form of pamphlets created to smear political enemies or sensationalist stories designed to “go viral” the old-fashioned way through newspaper sales. But the recent surge of false information enabled by our new social media landscapes has propelled it forward as a serious problem worthy of national and even international debate.

The problem, people say, is the medium. Which makes sense: Social media platforms like Facebook face criticism for enabling the spread of this kind of misleading or incorrect information, because they allow any user or even automated bots to post legitimate-looking articles, which then proceed to spread like wildfire through "liking" and "sharing." Now Facebook has rolled out new tools to crack down on fake viral articles, while Twitter is testing a new feature to let users flag misleading, false or harmful information.

But a new study published this week in the journal Nature Human Behaviour shows that the limitations of the human brain are also to blame. When people are overloaded with new information, they tend to rely on less-than-ideal coping mechanisms to distinguish good from bad, and end up privileging popularity over quality, the study suggests. It’s this lethal combination of data saturation and short, stretched attention spans that can enable fake news to spread so effectively.

"Through networks such as Twitter and Facebook, users are exposed daily to a large number of transmissible pieces of information that compete to attain success," says Diego Fregolente Mendes de Oliveira, a physicist at Northwestern University who studies how networks of people work and lead author of the study.

Because of the significant impacts that social media can have on politics and life, Oliveira says, discriminating between good and bad information has become "more important in today's online information networks than ever before." Yet even though the stakes are higher, the dynamics of like-minded groups such as those found on social media can undermine the collective judgment of those groups—making judgment calls about fake news even harder to make. As the study puts it, when given too much information, humans become “vulnerable to manipulation.”

In 2016, Oliveira set out to study how information spreads on social networks, and particularly how "low-quality information" or fake news can end up rippling out like a contagion. He designed a theoretical model to predict how fake news spreads on social networks.

The model did not incorporate actual human users or actual fake articles. But it did draw on data collected by independent observers about debunked (but nonetheless popular) Facebook and Twitter articles to calculate an average ratio of real news to fake news in posts flagged for review by users. Oliveira used this ratio to run an algorithm he designed on the sharing of news in a network.

This model was similar in design to a previous study in which Oliveira showed how people who segregate themselves into separate networks—the social bubbles of like-minded people one tends to create on Facebook, for example—can contribute to hoaxes and fake information spreading. As the thinking goes, these people are less likely to be exposed to information contrary to the posts their like-minded friends are sharing that could oust fake news and reveal the truth.

At relatively low flows of information, his algorithm predicted that a theoretical social media user was able to discriminate between genuine and fake news well, sharing mostly genuine news. However, as Oliveira and his coauthors tweaked the algorithm to reflect greater and greater flows of information—the equivalent of scrolling through an endless Twitter or Facebook feed—the theoretical user proved less and less capable of sorting quality information from bad information.

Oliveira found that, in general, popularity had a stronger effect on whether a person shared something than quality. At higher levels of information flow that effect became more pronounced, meaning people would theoretically spend less or no time assessing the information’s quality before deciding to share it. Soon, as they paid less and less attention to each piece of information, the people were sharing fake news at higher and higher rates.

At the highest rates modeled, the quality of a piece of information had zero effect on the popularity of that information. "We show that both information overload and limited attention contribute to a degradation in the system's discriminative power," Oliveira said via email.

While the model has clear limitations, it does provide one interpretation of how fake news spreads. "Traditionally it is believed that truth has some inherent power to overcome false," says Haluk Bingol, a computer engineer at Boğaziçi University in Turkey who has long studied online networks. "Similarly, the good eventually beats the bad. Social norms are based on these assumptions. Interestingly this has never been tested empirically."

Bingol, who was not involved in this study, says the study highlights how the quality the quality of information does not always win out when it comes to distribution. Oliveira’s research aligns with Bingol’s previous findings on the relationship choice and amount of information. In one paper, he found that the recommendation of a merchant advertising a certain item to a potential customer mattered even more strongly when the customer was presented with more options to choose from.

"That is, if you artificially increase the number of choices, you can obtain better results with the same 'marketing push,'" Bingol says. In other words, a person being overloaded with information is much more easy to manipulate—for advertisers, and for purveyors of fake news. "Clearly this is not difficult to do today," he adds.

Walter Quattrociocchi, a computer scientist at the IMT School for Advanced Studies Lucca in Italy, is more skeptical of Oliveira's model. "Oversimplifying the complex social dynamics behind the emergence of narratives could be misleading," says Quattrociocchi, who was not involved in this research. For instance, the model used worked on the simplified assumption that social media users introduce new information at the same rate, and that users all start with the same attention spans.

While he found the study interesting, Quattrociocchi notes that other research has shown how confirmation bias and other factors beyond the scope of Oliveira's model can significantly affect the spread of information online.

For future research, Oliveira hopes to enhance his model with some of these other facts, including how a person's relationship to the sharer of information affects how they process it, and how likely people would be to change their minds upon receiving information online that conflicts with their current beliefs.

At the end of the day, Oliveira believes that stopping fake news starts with readers. He suggests that people read carefully what they share online, avoid unfriending or unfollowing people to create an online echo chamber, and avoid assuming anything is trustworthy even if they trust the person sharing it. "Keep in mind that our friends are probably not good editors and are driven by emotions and biases more than objectivity and trustworthiness," he points out.
