Donald Trump, always willing to test the limits of any thought, is campaigning for law and order on a global scale. He’s accusing Hillary Clinton of being soft on crime at home and soft on terror everywhere in the world. It’s “Law and Order: Global Victims Unit,” Donald J. Trump producer.

Tuesday in Milwaukee, which last weekend looked a lot like Baltimore’s 2015 street riots, Mr. Trump said: “The Hillary Clinton agenda hurts poor people the most. There is no compassion in allowing drug dealers, gang members and felons to prey on innocent people. It is the first duty of government to keep the innocent safe.”

In Monday’s foreign policy speech he pledged to do a reverse- Obama by keeping Gitmo open and trying accused terrorists in military tribunals. Likening his strategy to “the effort to take down the mafia,” he said “this will be the understood mission of every federal investigator and prosecutor in the country.”

With most of the battleground states looking more like Republican burial grounds, it may be pressing the membrane of believability to say the Trump law-and-order strategy just might work. That said, Mr. Trump’s naming this week of the adept Republican political strategist Kellyanne Conway as his campaign manager means he may yet give his supporters a competitive presidential campaign.


Democrats deserve to have a Trumpian version of “law and order” unloaded on them. I don’t think the Democrats are soft on crime and terrorism. They’re just ambivalent. Ambivalence can get you killed, especially around people with guns and bombs.


Asked after every primary to rank four issues, Democrats nearly always put terrorism fourth. It hardly came up in the Clinton-Sanders debates.

And whether the domestic shooters are San Bernardino’s terrorists, Orlando’s nut or Chicago’s gangs, the Democrats’ offer the same silver bullet: gun control.

The problem with how they’ve teed up the cops has been the nonexistence of any Democratic alternative beyond patrolling the toughest streets with a blue version of Casper the Friendly Ghost.

On national security, an example of progressive foreign policy’s half-in, half-out attitude was former Attorney General Eric Holder’s remark in May that the traitorous Edward Snowden “actually performed a public service by raising the debate that we engaged in and by the changes that we made.” No, it was not worth anything.

In a Journal article last month, an administration official summarized the Obama anti-terror policy. It reads like aggression with footnotes:

“Not just in Afghanistan, but in Iraq and Syria, it’s very evident what his approach is, which is to make sure we’re doing everything necessary to disrupt and ultimately defeat terrorist networks while significantly reducing the role of the U.S. military in terms of the ground presence and also reducing the resources associated with that presence.”

There is a specific, well-known reason for a Democratic policy of “reducing the resources associated with that presence,” one that 50 former Bush officials should have thought about before unfurling their Hamlet-like statement last week on the election and national security.

The reason is guns versus butter, military spending versus always unsated domestic needs. The liberals’ battle for butter began in the 1960s, when they vilified Lyndon Johnson for spending on Vietnam and the Cold War rather than the Great Society.

Right now, foreign-policy liberals and some conservatives are pushing sotto voce assurances that Hillary will “get it right” on national security. They had better go line-by-line through the economic-policy speech she gave last week in Michigan. After the greatest outlay on infrastructure spending “since World War II,” tuition-free college for the middle class and “debt-free for everyone,” plus uncountable tax credits, anything Mrs. Clinton gets right will be on the cheap. Like her “intelligence surge.”

This isn’t Bill Clinton’s center-left Democratic Party. It’s the left-only party of Bernie Sanders, Elizabeth Warren and Barack Obama. What they want is butter, lakes of it. Anti-terrorism gets to tread water, alongside the cops.

Defeating Islamic terror is a rare unifying issue for conservatives and indeed for the world. Unlike any conceivable Democratic president, Donald Trump is at least willing to lead this battle, reflecting the truth that it won’t happen without active, unrelenting U.S. leadership.

No doubt this is yet another issue with which voters have to struggle, wanting an alternative to the Obama-Clinton Democrats but burdened with misgivings that are of Mr. Trump’s own creation.

But Donald Trump didn’t create the law-and-order issue. Cities and nations under assault did that. Just now, his answer for both looks better than her answer.  "

" As for the suspicion that there is one standard for the Clintons and one for everyone else, witness the FBI’s interaction this week with Congress over Hillary Clinton’s agency file. The G-men are back to being G-men—at least now that the Democratic nominee is off their hook.

FBI Director James Comey gets credit for agreeing to Congress’s demand for documents related to the bureau’s investigation into Mrs. Clinton’s email server. The FBI shares such files only on the rarest of occasions. Yet given the cloud surrounding this affair, not to mention Mr. Comey’s stated interest in “transparency,” he would have been hard-pressed to deny Congress’s request.

It’s the manner in which lawmakers are getting access to the documents that is more interesting.

Bear in mind what the FBI investigation revealed: We know that Mrs. Clinton for years emailed top secret information willy-nilly over a home-brew server that lacked security. We know that this classified information leached into the private email accounts of those with whom she communicated. We know that she cavalierly used her private email while in hostile countries, making it possible that those countries gained access. We know that Mr. Comey nonetheless chose not to prosecute Mrs. Clinton for her “extremely careless” behavior.

Compare that standard with the one the FBI is now imposing on Congress, where the Clinton files are being guarded at a level that brings to mind the Vatican Secret Archives. Aides from an array of House committees described to me the extraordinary limits that have been placed on who can see the files and under what circumstances.


The FBI has provided just one set of Hillary files to be accessed by both the majority and minority members (and their staffs) of the House Oversight, Appropriations and Judiciary committees. That’s a single set of documents for hundreds upon hundreds of people. The files are being held in a Sensitive Compartmented Information Facility (SCIF) underneath the Capitol, a secure room reserved for viewing the highest-level secrets. That room is under lock, key and guard, and viewing is by appointment only.

Many of these lawmakers and aides hold some of the highest clearances available to Congress, yet they are nonetheless barred from examining vast portions of the record. The FBI in some cases redacted entire documents, presumably at the request of various intelligence agencies, and to protect national security. Initially, visiting congressmen and staffers were not allowed to take any notes. After intense negotiations, the FBI on Thursday relented, but only on the condition that all notes remain behind in the SCIF.

Some of this is as it should be. These are, after all, national secrets. Yet the process highlights not only the absurdity of Mrs. Clinton’s claim that her server was no big deal, but also the irresponsibility of the FBI’s decision not to prosecute. Duly elected members of Congress are traversing layers of security and guards, clearances in hand, to view a few top-secret documents. Ask Mr. Comey why what is demanded of them was not demanded of Hillary.

But the contradiction gets even more extreme. The FBI has placed additional, and unnecessary, strictures on the Hillary file. It warned lawmakers against publicly sharing any information from the documents—even unclassified information. So the FBI chief won’t prosecute Mrs. Clinton for spreading secrets across the globe, but he bars Congress from talking about unclassified issues that potentially get to the heart of today’s presidential race. One might wonder why.

Nor does the double standard end with Mrs. Clinton. Oversight Committee aides who have seen the documents note that some of the redactions look to have come at the demand of the State Department (rather than the intelligence community). Indeed, the FBI allowed the State Department to review portions of the file before handing it to Congress. This is the same department that essentially served as a co-conspirator in the operation of Mrs. Clinton’s secret server and which has spent more than a year stonewalling investigations and making excuses for its former boss.

One doubts that Mr. Comey has ever previously allowed an accomplice in bad behavior to tidy up evidence. Then again, Mr. Comey was not until recently in the habit of waiting until the last days of an investigation to interview the target. Mr. Comey’s past procedure has been to interrogate immediately, the better to catch perjury later on. Mrs. Clinton got special treatment.

The entire spectacle—from the investigation to this week’s handover of files—demonstrates how much damage Mr. Comey has done to the FBI’s credibility. It’s good to see the bureau now taking national security seriously. Yet the director’s willingness to ignore those standard for Mrs. Clinton has sent the message that Americans can’t expect equal treatment under the law.


That’s why Republicans shouldn’t hold out hope that the FBI will go after Mrs. Clinton for lying under oath. Politics trumps. If your name is Clinton, it outranks justice, Congress, everything. "

It should be. It should be alarmed. Iran’s intensely nationalistic revolutionary regime had never permitted foreign forces to operate from its soil. Until now.


The reordering of the Middle East is proceeding apace. Where for 40 years the U.S.-Egypt alliance anchored the region, a Russia-Iran condominium is now dictating events. That’s what you get after eight years of U.S. retrenchment and withdrawal. Consider:

» Iran: The nuclear deal was supposed to begin a rapprochement between Washington and Tehran. Instead, it has solidified a strategic-military alliance between Moscow and Tehran. With the lifting of sanctions and the normalizing of Iran’s international relations, Russia rushed in with deals, including the shipment of S-300 ground-to-air missiles. Russian use of Iranian bases marks a new level of cooperation and joint power projection.


» Iraq: These bombing runs cross Iraqi airspace. Before President Barack Obama’s withdrawal from Iraq, that could not have happened. The resulting vacuum has not only created a corridor for Russian bombing, it has gradually allowed a hard-won post-Saddam Iraq to slip into Iran’s orbit. According to a Baghdad-based U.S. military spokesman, there are 100,000 Shiite militia fighters operating inside Iraq, 80 percent of them Iranian-backed.


» Syria: When Russia dramatically intervened last year, establishing air bases and launching a savage bombing campaign, Obama did nothing. Indeed, he smugly predicted that Vladimir Putin had entered a quagmire. Some quagmire. Bashar Assad’s regime is not only saved. It encircled Aleppo and has seized the upper hand in the civil war.


Consider what Putin has achieved. Dealt a very weak hand — a rump Russian state, shorn of empire and saddled with a backward economy and a rusting military — he has restored Russia to great power status. Reduced to irrelevance in the 1990s, it is now a force to be reckoned with.


In Europe, Putin has unilaterally redrawn the map. His annexation of Crimea will not be reversed. The Europeans are eager to throw off the few sanctions they grudgingly imposed on Russia. And the rape of eastern Ukraine continues.


Ten thousand have already died, and now Putin is threatening even more open warfare. Under the absurd pretext of Ukrainian terrorism in Crimea, Putin has threatened retaliation, massed troops in eight locations on the Ukrainian border, ordered Black Sea naval exercises and moved advanced anti-aircraft batteries into Crimea, giving Moscow control over much of Ukrainian airspace.


And why shouldn’t he? He’s pushing on an open door.

And in a gratuitous flaunting of its newly expanded reach, Russia will conduct joint naval exercises with China in the South China Sea, in obvious support of Beijing’s territorial claims and illegal military bases.


Yet the president shows little concern. He is too smart not to understand geopolitics; he simply doesn’t care. In part because his priorities are domestic. In part because he thinks we lack clean hands and thus the moral standing to continue to play international arbiter.


And in part because he’s convinced that in the long run it doesn’t matter. Fluctuations in great power relations are inherently ephemeral. For a man who sees a moral arc in the universe bending inexorably toward justice, calculations of raw realpolitik are 20th-century thinking — primitive, obsolete, the obsession of small minds.


Obama made all this perfectly clear in speeches at the U.N., in Cairo and here at home in his very first year in office. Two terms later, we see the result. Ukraine dismembered. Eastern Europe on edge. Syria a charnel house. Iran subsuming Iraq. Russia and Iran on the march across the entire northern Middle East.


At the heart of this disorder is a simple asymmetry. It is in worldview. The major revisionist powers — China, Russia and Iran — know what they want: power, territory, tribute. And they’re going after it. Barack Obama takes Ecclesiastes’ view that these are vanities, nothing but vanities.


In the kingdom of heaven, no doubt. Here on earth, however — Aleppo to Donetsk, Estonia to the Spratly Islands — it matters greatly   "
